OCTOBER 20, 1964
The regular adjourned meeting of the City Council was called to order at
7:33 P• M., by Mayor Don Durnford.
The pledge of allegiance was recited.
The City Clerk called the roll: Councilmen present were: William A.
Bathgate, Carl E. Buchheim, Edward S. Chermak, Antonio M. (Tony) Olivares
and Don Durnford. Councilmen absent were: None.
The City Clerk presented to the City Council a recommendation from Edw.
Lee Russell, M. D., Health Officer for the County of Orange, and also
Health Officer for the City of San Juan Capistrano, California, recommending
that proceedings be instituted for the construction of sanitary sewers and
appurtenances in the City of San Juan Capistrano, California.
That said recommendation states as follows:

"As Health Officer of the City of San Juan Capistrano and the County of
Orange, I hereby recommend that proceedings be instituted for the construction
of sanitary sewers and appurtenances in an area comprising approximately 725
acres located along both sides of Ortega Highway from the Santa Ana --San
Diego Freeway on the southwest to the southwesterly boundary of Rancho Mission
Viejo on the northeast, and from San Juan Creek on the southeast to an irregular
line lying northwest of Ortega Highway on the northwest, as shown on the map
presented to this office July 29, 1964, entitled "Proposed Assessment District
Boundary, San Juan Capistrano, Engineering -Science, Inc., Arcadia, California".
This recommendation is made as a measure necessary for the protection of
public health pursuant to Section 2808 of the Streets and Highways Code of
the State of California.
We have made investigations of the sanitary conditions in this portion
of the city and have found that the residents therein have been and are
experiencing difficulty with sewage disposal using individual systems.

In connection with the construction of said sewers, there was presented to
the City Council plans, profiles, estimated cost and map outlining the assess-
ment district for the construction of the sewers recommended in the foregoing
