64-0902_CC_Minutes_Special Meeting406 Special Meeting of the City Council of the City of San Juan Capistrano SEPTEMBER 2. 1964 The meeting was called to order by Mayor Don Durnford at 7:30 P. M.. pledge of allegiance to the flag was recited. The City Clerk called the roll: Councilmen present were: William A. Bathgate, Carl E. Buchheim, Edward S. Chermak, Antonio M. (Tony) Olivares and Don Durnford. Councilmen absent were: None. Consideration of the proposed budget for the fiscal year 1964-65 was undertaken. Discussion entered into with future budget proposals and The drafts to the degree that estimated expenditures should reflect a comparitive degree with those of the previous year or years and those expenditures projected and recommended by the City Clerk. More specifically, the items of salaries were considered for the termination for those employees now with the City of San Juan Capistrano, and those positions yet to be fulfilled. Considerable discussion followed to the degree of evaluating the inauguration of step system for all classifications versus an integrated salary system of flat fee and step system with that of creating initiative and justification for all classifications in the employ of the city. After a ten minute recess Councilman Chermak offered a resolution to establish the following classifications on step system: Item Position Range Step 0101 City Administrator -City Clerk 29 1 0201 City Treasurer 0301 Director of Public Works 9 1 0401 Laborer 1 1 0501 Planner -Tech 21 2 0601 Stenographer -Clerk 12 3 0701 Typist -Clerk 10 1 The resolution was accepted, adopted and passed by a unanimous vote. Councilman Buchheim made a motion to consider individually and separately the salary for the City Treasurer and the retainer fee for the City Attorney at an early date. The motion was seconded by Mayor Durnford passed and so ordered. The meeting adjourned at 10:30 P. M. i Ern t A. Y -i -6Y 407 Special Meeting of the City Council of the City of San Juan Capistrano SEPTEMBER 8, 1964 The meeting was called to order by Mayor Don Durnford at 7:25 P. M. The pledge of allegiance to the flag was recited. The City Clerk called the roll: Councilmen present were: Carl E. Buchheim, Edward S. Chermak, Antonio M. (Tony) Olivares and Don Durnford. Councilmen absent were: William A. Bathgate. The business at hand to be considered was as follows: Item #1. Setting of tax rate for the Capistrano Beach Sanitary Maintenance District No. 1: Based upon the provisions of the joint powers agreement entered into with the Capistrano Beach Sanitary District the City of San Juan Capistrano is obligated to pay to that agency the sum of the basic tax rate set by that district plus 15%. The resolution of that district sets forth a tax rate of -7369 cents per $100.00 assessed valuation and calculting for the 15% would be .1105 cents, making the sum total of .874 cents to be imposed per $100.00 assessed valuation for the Capistrano Sanitary Maintenance District No. 1 lying within the bounds of the City of San Juan Capistrano; more specifically, serving that area of development being pursued by Darmi, Inc. Councilman Buchheim offered the resolution setting forth the tax rate at 874 cents per $100.00 assessed valuation. The resolution was accepted, adopted and passed by a unanimous vote of those present. Item #2: Proposed resolution or resolutions rebuffing those adversities - projected by the various departments of the County of Orange relative to the annexation of that area known as Mission Viejo Annexation No. 1: A brief format and resume was projected by the City Clerk for consideration for the councilmen with respect to giving some assurance that the City would project an intention to continue to contract with the County of Orange for various depart- mental services for possibly a minimum of three to five years. After a lengthy discussion into the facets and ramifications of posUbly committing not only this council but future councils, Councilman Chermak offered a resolution whereby the intent would be for a minimum of three years, but in no way extending an obligation for future councils. The resolution was accepted, adopted and passed by the following vote: Ayes: Chermak, Buchheim and Durnford; Noes: Olivares; Absent: Bathgate. The meeting was adjourned at 8:25 P. M - Ernest A.
