64-0525_CC_Minutes_Regular MeetingMinutes of the Regular Meeting of the City Council of San Juan Capistrano MAY 25, 1964 The regular meeting of the City Council was called to order at. ?:30 D. M., by Mayor Pro -Tem Antonio M. (Tony) Olivares. The pledge of allegiance was recited. The invocation was given by Ernest A. Thompson, City Administrator. The City Clerk called the roll: Councilmen present were: William A. Bathgate, Carl E. Buchheim, Edward S. Chermak and Antonio M. (Tony) Olivares. Councilmen absent were: Don Durnford. The minutes of the meetings of May 11, 1964 and May 20, 1964, were approved as submitted. WRITTEN COMMUNICATIONS: (a) Trends - informational (b) City of Lakewood - Resolution: Opposing Southwest 'dater Plan. Councilman Buchheim suggested to set aside until next regular meeting. John Dawson to send copy of draft from Metropolitan Water District which discusses all such water plans to be distributed to members of City Council. (c) Orange County League of Cities: Notice of General Meeting to be held May 28, 1964. Host City is Seal Beach. TREASURER'S DEMANDS: The list of demands and accounts payable on June 1, 1964, was submitted by the City Treasurer, Alice M. Ross. Councilman Buchheim made a motion to approve list of demands and instruct the City Treasurer to draft Warrant No's 855 thru 889 for a total amount of $8,406.01. The motion was seconded by Councilman Bathgate and it carried unanimously. So ordered. COMMITTEE REPORTS: (a) Joint Powers Agreement: Mr. Hugh Kimball of Dana Point Sanitary District presented documents necessary to complete joint powers agreement. MAY 245 '� y 36,8 (b) 1911 Act Improvement Plans and Specifications - John Dawson: Reported that plans and specifications are in order as far as his legal. opinion is concerned. Meeting possibly to be held next week between T. J. Meadows, Joe Feeney and John Dawson to discuss precise statement of work and perimeter of area. UNFINISHED BUSINESS: (a) Pacific Southwest Water Plan: Deferred action until next regular meeting. (b) San Juan Capistrano Soil Conservation District - Resolution Reauesting City to pledge $8,000.00 participating funds. Deferred action until later in meeting. New Business item (d). (c) Rezone Tract 5592 (Second Reading): Councilman Bathgate made a motion to read ordinance by title only. Councilman Buchheim seconded the motion and it carried unanimously. So ordered. City Clerk, Ernest A. Thompson, read Ordinance No. 94 by title only, "An Ordinance of the City of San Juan Capistrano Amending Ordinance No. 5 and Adopting Sectional District Map Defining the Boundaries of the P -D, Planned Development, District Within the City of San Juan Capistrano, California". / Councilman Bathgate offered resolution .for adoption of Ordinance No. 94. The resolution was passed, approved and adopted by a unanimous vote. (d) Ordinance No. 31 - Historical Society - John Dawson: Will have information as soon as nossible. NEW BUSINESS: (a) Easement Deed - San Juan School District: j ;._ Councilman Buchheim offered resolution of acceptance and authorizing Mayor Pro -Tem and City Clerk to sign documents and City r1erk to record. The resolution was passed, approved and adopted by a unanimous vote. (b) Beamish & Diggins - Tentative Tract No. 4840 - Soil Stability: Referred to City Engineer, Jack Y. Kubota, for recommendation to City Council at next regular meeting. (c) Agreement for Maintenance of State Highways in the City - Renewal: Councilman Bathgate offered resolution authorizing Mayor and City Clerk to sign documents. The resolution was passed, approved and adopted by a unanimous vote. MAY 25 '(�'+ "FIVE MINUTE RECESS" .............. .l1)7 (d) City Attorney, John Dawson, read resolution regarding participating funds for San Juan Capistrano Soil Conservation District. Councilman Bathgate offered resolution for adoption. Thetesolution was passed, annroved and adopted by a unanimous vote. RECOMMENDATIONS and REPORTS: (a) Director of Public Works - T. J. Meadows: (1) Letter from State Water Quality Control Board regarding new application for Federal grant. (2) San Diego Regional Water Pollution Control Board: Notice of possible location of sewage treatment plant to be near Oso Creek. T. J. Meadows recommended that Public Works Committee, Council- man Olivares, Joe Feeney and himself, be instructed to contact San Diego Regional Water Pollution Control Board and renort back to council at next meeting. Councilman Buchheim made a motion to instruct the committee to follow through on recommendation of Director of Public Works. Council- man Bathgate seconded the motion and it carried unanimously. So ordered. (b) City Fngineer - Jack Y. Kubota: Presented map of San Clemente select street system to corresnond with San Juan Capistrano. Stated that there were a few problems and suggested he discuss the matter with the City Engineer of San Clemente. (c) Councilman Buchheim recommended that City Clerk contact telephone comnany and inquire as to work progress in this area. Meeting adjourned at 9:02 P. M. Ernes A.
