It was first movd4 seconded and carried to accept the resignation of the
present membership of the existing Planning Commission.
Then by unanimous approval of the members of the City Council, Mayor
Durnford appointed Larry Buchheim, Tony Alarcon, C. Russel Cook, Capt. Ed W.
Holtz and. Milton Pepin to serve as members of the new Planning Commission.
Larry Buchheim and Tony Alarcon will serve for a term of four (4) years.
The other three members will draw lots to determine their serving of a
period of 3, 2 or 1 years.
The meeting adjourned at 11:20 P. M.

"SPECIAL MEETING"
MAY 20, 1964
The "Special Meeting" of the City Council was called to order at 7:35 P. M.,
by Mayor Don Durnford.
The pledge of allegiance was recited. The invocation was given by John H.
Dawson, City Attorney.
Councilmen present were: Carl E. Buchheim, Antonio M. (Tony) Olivares and
Don Durnford. Councilmen absent were: William A. Bathgate and Edward S.
Chermak.
Item #1. "Camino Del Avion" Annexation (Second Reading):
Councilman Buchheim made a motion to read Ordinance No. 93 by title only,
"An Ordinance of the City of San Juan Capistrano Approving the Annexation to
the City of San Juan Capistrano of the Territory Known and. Designated as "Camino
Del Avian" Annexation."
City Attorney read Ordinance No. 93 by title only.
1 Councilman Buchheim offered resolution to adopt Ordinance No. 93. The
resolution was passed, approved and adopted by a unanimous vote.
Item #2. Land Use Variance 64_104 (Consolidated Rock Products):
Robert K. Johns, Secretary of the Planning Commission, read list of
conditions proposed by Planning Commission to apply if variance is approved.
Letter of protest from Lester & Fisher was also read.
A lengthy discussion was held.
Councilman Olivares made a motion to grant Variance 64_104 subject to
conditions set forth by Planing Commission and amended by the City Council. The

two (2) amended conditions are as follows:
(a) "That the applicant dedicate that portion of subject property
fronting on Del Obispo to the City and that applicant shall install
street improvements in accordance with City Standards."
(s) "That insurance in the amount of $300,000 public liability for personal
injury of more than one person, $100,000 for personal injury for
only one person and $25,000 for property damage be procured by the
applicant prior to issuance of certificate of occupancy and that said _
insurance shall cover all activities of said operation and shall
be a prerequisit for City license issuance and renewal. Also, that
City be named co-insured and that City be notified immediately if
any liability occurs."
Councilman Buchheim seconded the motion and it passed by a unanimous vote.
