Minutes of the Regular Adjourned Meeting of the City Council of San Juan Capistrano
FEBRUARY 28, 1964
Mayor William A. Bathgate called the meeting to order at 2:10 P. M.
Councilmen present: Carl E. Buchheim, Don Durnford and William A. Bathgate;
Councilmen absent: Eric F. Cliff and Antonio M. (Tony) Olivares.
The members of the Planning Commission had previously been instructed to
be present at this meeting. Members present were: C. Russell Cook, chairman; _
Capt. Ed W. Holtz; Steve Goya; Tony Alarcon; Carl Romer and Merrill Woods.
Clarence Lobo was absent.
Planner Tech, Robert K. Johns, was also in attendance.
The City Council went into an "executive session" to discuss personnel
problems of the responsible jurisdiction and administration of planning matters,
and the procedure to be followed to promote a liaison between the Planning
Commission, the City Council and the City Administrator.
Upon completion of the "executive session", the City Council considered
the draft of the proposed PCD, Planned Community Development district
regulations, together with the suggestions and recommendations of the Planning
Commission.
There were eighteen (18) items projected for consideration and discussion,
two (2) of which were general statements to the effect that a complete re-
wording would be necessary to express, in clarity, the intent.
Other topics of discussion, directly and indirectly related were: drainage
and drainage fees; fees for handling and administration of P -D, Planned
Development projects; and the opinion and interpretation of the City Attorney,
as to the legality of all phases of executing the provisions of the P -D,
Planned Development District regulations and those provisions set forth in _
the proposed PCD, Planned Community Development District regulations.
The meeting adjourned at 4:15 P. M.
