June 17, 1963
Mayor William A. Bathgate called the meeting to order at 2:05 P.M. All mem-
bers were in attendance except Councilman Carl E. Buchheim.
Mayor Bathgate turned the meeting over to Councilman Durnford, who is the
committee man for "Budget and Finance".
Councilman Carl E. Buchheim arrived at 2:15 P.M.
Discussion of that portion of the 1963-1964 proposed budget for the municipal
sewer department was entered into with considerable consideration of the item of
plant improvement cost.
Then, the City Council considered the proposed budget, section by section,
beginning with 'Estimated Revenue' through the section regarding the 'Planning
Commission'.
During the deliberations, a motion to set policy for payment of 'travel, mem-
bership, and meetings' expenses for those city officials, other than the City Admin-
istrator, whereby no individual city official may submit a demand in excess of $15.00
for travel and meals, for attendance at any one (1) meeting, without prior approval
of the Council.
The motion was offered by Councilman Buchheim, duly seconded by Councilman
Durnford, and passed by a unanimous vote.
While discussing the need of employing a planning technician, a proposal was
offered by Councilman Buchheim which would promote the economic, as well as the
employment, aspects for the City. The proposal was to expand the duties of the
planning technician to include typing experience, and thereby delete the need of
a 'typist -clerk' and salary allocation for the secretary of the Planning Commission.
The proposal was well received.
Further discussion reflected a consideration of pro -rating the business license
fees for contractors and sub -contractors. Pros and cons were related, but no
decision rendered.
The meeting adjourned at 5:35 P.M. until the next regular meeting, with further
consideration of the budget to be continued.
