63-0520_CC_Minutes_Regular Meeting23'7 items of proposed State legislation: (1) A. B. 2334 - An amendment proposed to the Brown Act regarding any committee or subcommittee meeting of a legislative body be an open public meeting and properly announced by publishing such announcement. Councilman Buchheim offered a resolution opposing the measure, and re- quested that copies of the resolution be forwarded to the legislators from Orange County and also to the chairman and vice-chairman of the Assembly Committee on Government Organization. The resolution passed by a unanimous vote. (2) A. B. 3027 - Recorded Proceedings Required. This proposal would require a qualified court reporter to record the proceedings of city councils and planning commissions. Councilman Cliff offered a resolution to oppose the measure, and forward copies to those persons mentioned above. Resolution was accepted, adopted and passed by a unanimous vote. MAY 2 0 ,/� 3 Minutes of the Regular Meeting of the City Council of San Juan Capistrano May 27, 1963 The regular meeting of the City Council was called to order at 7:35 P.M., by Mayor William A. Bathgate, The pledge of allegiance to the flag was recited. The invocation was given by Mr, John Dawson, City Attorney, The City Clerk called the roll: Councilmen present were: Carl E. Buchheim, Eric F. Cliff, Antonio (Tony) M. Olivares, and William A. Bathgate; Councilmen absent: Don Durnford. The Minutes of the previous meeting held May 13, 1963, were approved as cor- rected. WRITTEN COMMUNICATIONS: (a) Ernest Thompson, City Clerk, read a letter from the League of California Cities relating the all-out campaign to defeat S.B. 344 (Gas Tax Bill) undertaken by the Automobile Club of Southern California, and asking for the continued support of S.B. 344. Action has been taken previously and going on record in opposition. (b) City Clerk read a letter from the League of California Cities regarding "Gen- eral Obligation Bonds" - Assembly Constitutional Amendment No. 29. Councilman Buchheim expressed his opposition to the measure. Councilman Bath- gate felt the law is just in its present form. (c) City Clerk read a letter from the League of California Cities concerning items of proposed legislation: (1) A.B. 1194 _ 56 Hour Week for Firemen. (2) A. B. 460 - Taxation of Possessory Interests. (3) A. B. 1491 - Hotel -Motel Occupancy Tax. (d) City Clerk read minute order from the Board of Supervisor's regarding Resolu- tion No. 63-4_8-4 of San Juan Capistrano relative to ringing of bells on July 4th. (e) City Clerk read a letter from the Resources Agency regarding A.B. 3025 relating development of water quality and quantity. Mr. Thompson suggested that action be deferred until next meeting and he will reproduce copies and submit them to Councilmen at that time. (f) City Clerk read a letter from the Oyharzabal's requesting consideration of zoning of their ranch property as P -D, Planned Development. MAY 27 '0
