the situation of the municipal serer district, the sanit ry pi nt, and the finan-
cidl aspects, as they :night apply to the consilcr,,tion of P.L. 660 Federal Or:nt
monies.
Councilman Olivares then introduced Mr. Joe Feeney, of Engineering Science,
Arcadia, California. Mr. Feeney gave a report and recemen-lations ^nom stud -r aeon
thrra factors: (1) enlarge or modify e_:isting plant tro a projected cost of 0100,000.
plus; (2) relocate to another site loo -,,-r in the valley and closer to the ocean; (3)
join existin facility or build our o.m in the vicinity of Dana Point with its oco,n
outfall to a projected cost of 1.2 million dollars.

Mayor Carl 3uchheim then stated his position and gave the recommendation to
go all the way as outlinel by phase rlan no. 3, --;'-ich would mean the joining up
with the ocean outfall facility at tha Dana Point 3anit:ry pl,nt, either by
cooperation, or build our own plant and for=for apply for the P. L. 160 money,
upon tt�at b-,sis.
Thereupon, it was restate, that there were three altern,tives tD consider
basically: (1) join the Capistrano 3each Sanitary District facilities, (2) join
the liana Point Sanitary facilities, or (3) build our, -).an plant in the vicinity
near the ocean.
