63-0301_CC_Minutes_Special Meeting209 Minutes of the "Special Session" of the City Council of San Juan Capistrano March 1, 1963 The Special Session to discuss phases of administration and legislation for the sanitary sewer problems of the City was called to order b�, Mayor Carl E. Buch- heim at 1:05 P.M. Councilmen in attendance were: William A. Bathgate, Don Durnford, Antonio M. (Tony) Olivares, and Carl E. Buchheim. Councilman Eric F. Cliff was absent. Mr. John H. Dawson, City Attorney, gave a resume and briefing of the facts of the matter of the San Juan Capistrano Municipal Sewer District No. 1 to date. He further related some recommendations that Mr. Francis R. Stradling of the firm of O'Melveny and Myers had projected: (a) form the same area for a district, all over again (at no cost to the city) (b) hold another bond election Yet, it came up for serious consideration that maybe the entire city, within its corporate limits, be made the 'new municipal sewer district'. Councilman Olivares queried the taxing for maintenance. T. J. Meadows, Director of Public Works, stated his recommendation is that the entire area of the City be included in the formation and establishment of the 'new' district. John Dawson, related that general obligation bonds could also be promoted for financing the expansion and construction of future sewer facilities. Thereupon, the Council was faced with the decision of re-establishment of the sewer district based upon the original boundaries versus inclusion of the entire city limits. Discussion continued with consideration for an acceptable schedule of fees for annexations, connections and permits. A committee was formed to pursue this study and make recommendations. The committee consists of: Councilman Olivares, T. J. Meadows, Joe Feeney, and John Dawson. Further, action was taken to adopt certain standards and specifications for 3-/- 63 design, improvement and construction processing for sanitary sewers within the City of San Juan Capistrano. On motion of Councilman Durnford, a resolution was offered to adopt and approve the "Standard Specifications for the Construction of Sanitary Sewers", (Exhibit "A"), and the "Standard Requirements for Design and Processing of Private Contract Sewer Plans", (Exhibit "B"), for the City of San Juan Capistrano. The resolution was accepted, adopted and anp roved by a unanimous vote. The meeting adjourned at 2:30 P.M. Er6est A.
