Minutes of the Regular Meeting of the City Council of San Juan Capistrano
January 28, 1963
The regular meeting of the City Council was called to order at 7:30 p.m.
by Mayor Carl Buchheim.
Pledge of allegiance to the flag was recited.
The invocation was given by City Administrator, Ernest A. Thompson.
The City Clerk called the roll. Councilmen present were: William A. Bath-
gate, Don Durnford, Antonio M. (Tony) Olivares, and Carl Buchheim. Councilman
absent: Eric F. Cliff.
The minutes of the previous meeting held January 14, 1963, were approved
as submitted.
WRITTEN COMMUNICATIONS:
Those items of correspondence received had been duplicated and distributed
to each of the councilmen. No action was needed, therefore, they were ordered
to be filed.
ORAL COMMUNICATIONS:
(A) Mr. Jack Malcom requested time before the City Council in order to
express his views and request.
It was only the second time he had attended a City Council meeting because
he retained a whole hearted confidence in the ability of the members of the
Council and commended them in their efficiency.
However, he did express a concern for the conservation of human life:
children of America and children of our city. In order to promote this conser-
vation, he had a proposal to submit:
"To urge the City Council to save lives along the streets within the City
of San Juan Capistrano".
' Those specific streets, namely La Calera Street and La Matanza Street, were
of prime concern. Excessive speeds are being used by several persons lately
along these streets.
The solution proposed was to place speed limit signs at both ends of both
streets designating 15 miles per hour as the speed limit.
With that Mr. Malcom thanked the members of the City Council for the oppor-
tunity to speak and asked their consideration and action in the matter.

The situation revealed that work was being done within the City
without obtaining a 'sub contractor's business license. In specifics
though, it was determined that the work was being done under a 'time and
material' operation, whereby the ordinance does not apply.
NEW BUSINESS:
The only item of business to be handled was acted upon, with approval
during receipt of "written communications". That was the request of the
Santiago Girl Scout Council.
RECOMMENDATIONS AND REPORTS:
(a) City Administrator
Ernest A. Thompson, announced the possible general meeting of
the Orange County League of Cities would be held January 24, 1963. Further
notice of time and place would be forthcoming.
(b) Director of Public Works:
T. J. Meadows reported the cost for installation of a telephone
at the Municipal Sewer District's Treatment plant in an estimated amount
of approximately $10.00.
The City Council instructed him to proceed with installation,
having given approval.
(c) Councilman Durnford brought forth a protest of the increased
Orange County Library tax, yet receiving less service and inadequate
facilities within the city.
The resolution was accepted and approved by a unanimous vote.
(d) Mayor Buchheim inquired about the school sign which T. J.
Meadows had been quested to promote.

2. City Attorney:
(a) Regarding the speed limit signing request of Mr. Jack Malcom,
Mr. John Dawson stated that the California Vehicle Code already prescribed
the regulatory measures for speed limits along residential streets.
(b) Mr. Dawson presented a bound volume of the codified ordinances of
Orange County to the City Council.
3. Director of Public Works:
(a) T. J. Meadows introduced Dr. Harvey Ludwig, the president of
Engineering -Science.
(b) Mr. Meadows reported that the installation of a telephone at the
sewer treatment plant had been ordered.
4. Councilman Durnford recommended that the City Council send the City
Administrator to the League of California Cities spring conference at
Monterey on February 13, 14, and 15, 1963.
Councilman Durnford so moved, with Mayor Buchheim seconding the motion.
The motion carried by a majority vote, and so ordered.
5. Mayor Carl Buchheim inquired into the status of the resolution regarding
the library. The City Administrator and Mr. Bill Webb related that the reso-
lution would be transmitted along with actions of other groups and organizations
in the area.
The meeting adjourned at 8:35 p.m.
