Juan Cppistrano.
July 30, 1962
The meeting was called to order at 7:40 P.M., by Mayor Carl L. Buc-
hheim.

The City Clerk called the roll. Councilmen pr sent: dil.liam A.
i?athgate, Eric I'. Cliff, Don Durnford, Antonio (Tony) M. Olivares, and
Carl E. Buchheim.

The 'City Clerk read the following:
(1) Letter from Senator John A. Rurdy, Jr, re: The Bonelli plan
for reapportionnent.
Deferred action.
(2) Letter from fall,-iaynes, & Associates re: Consideration for
providing engineering services to the :ity.
The Council requested a personal interview with r.embers of the firm.
Interview to ire held following the next regular Council session.
(3) Letter from Supervisor Claire Nelson re: dater levels and the
Flood Control project and the affect thereto.
(4) Letter from Sun�=rvisor Claire Nelson re: Proposed firebreak
and fuelbreak program for the entire County; and requesting some favor-
able moeting date for presentation.
Mayor Buchheim suggested a "special meeting" other than a re,ular
item of the a;enda for ieeting.
(.5) Orange 'County Coast Association submitted a. letter, inviting
membership for the "furtherance of building the coastline".
No official action was taken but ,;ayor Buchheim inquired of Council-
men Bathgate and 'Jlif'_' if they night desire to participate.
(6) Letter from ',iendell K. PicCracken re: The ';ust'u!cation of pos-
sible consideration of zoning of land of the Beamish and Diggins interest
to that of "E-4, Small Hillaide Estates".
Copv of letter iven to the Planning Commission.
(7) Letter from John Ec'Cabe exnres:inP o>position to any thought
of zoning of less than 20,00 sruare feet for the land of the 5eamish

(3) Letter from the City Planning, Co :,ission recomendins adoption,
by reference, the Standard Streets and Highway Plans" of Jran�e County,
except with two (2) minor amendments, (plan numbers 102 and 103).
PLANNING COMMISSION NE]PORT:
1. A report on the ilelitas Forster 'Variance request, as referred
back, from the 11anning Coremission, listed four conditions to he imposed _
for approval of the variance.
Councilman Durnford mede a motion to annrove the variance su1 ject
to he conditions imposed by the Planning Commission.
Motion seconded by Councilman Bathgate.

OPINION RENDERED:
City Attorney reported an opinion, ?eased upon Section 55959 of the
Water Code, that a municipality could execute a secession of a portion
of a district — such portion could then not 'r -,e assessed or obligated
for bonded indebtedness.

Budget for 1962-.1953, Council:ian Don Durnford, oresiding.
The members of the City Council discussed the ;,.atter of the budget
air:, a(:ter the corrections, deletions, and revisions had been made by
previous committee meetings.
Then the proposed 7ud�et was submitted for discussi_in from those in
the audienc ':uestions of the existing revenue balance as to actuality
or calculated, were discussed; Inquiries of the proposed tax rate were
submitted; Doubt of the necessity of the size of ".Ana ;ropriated reserve,
etc. w;.s injected.
