Minutes of an Adjourned Regular :eeting of the City Council of
San Juan Capistrano.
July 19, 1962
Mayor Carl E. Buchheim called the m,,cting to ord:,r at 7:35 P• =•,
with the following councilman present: William. -. Bathgate, Eric F.
Cliff, Don Durnford, Antonio bl. (Tony) �)livares, ..=md Carl E. Eu-hneim.
John H. Da son was cal'_ed upon to relate an aspect of legal oroced-
ure that had to be accomlished; in specific, the former resolution for
annexation, required two -third vote of the City Council and the Mayor's
ap)roval, to be valid. Previously, the resolution had been submitted,
with only ;"our members of the City Council present: -- three voting
affirmatively and one abstaining. Therefore, the action was not valid.
The resolution of annexation of the area known as Sewer District
Annexation No. 1 was read again by John H. Dawson, City Attorney.
Councilman Bathgate made a motion to adopt the resolution and annex
the area. The motion carried unanimously.
Mayor Carl E. Juchheim then introduced Iir. Joe Feeney ,nd Nr. itussell
Ludwig, of Engineering Science, for their presentation,Find preliminary re-
port for the possible improvement and construction of sewer facilities
for the newly s,nnexed area, lying east of the existing ?:unicipal Sewer
District and the San Diego Freeway and north of San Juan Creek.
Mr. Feeney presented an area map of the proposed sewer construction,
together with introductory statements explaining the bouidaries and ser-
vices.
Mr. Ludwig took the topic of "Procedure for unitary Sewer Constru-
ction" a provided under the 1911 Imnrovenent Act Format. Twelve (12)
itemized stens were outlined and explained.
He. (Mr. Ludwig) .went further into the prelimin:wry costs and differ-
entiation of costs by areas; to wit: a total of $323,000.00 for some es-
timated 30,')00 feet of sewer truck lines; manholes; encasements; etc. were
included.
