Mr. Karl Wray, Commissioner for the State Division of Beaches and Parks, reported on the survey made, by Mr. Robert Hatch, with the respect to the recognition for retention of historical landmarks and monumental buildings in this area. He then related three (3) recommen- dations of possibilities for accomplishment, which he would also submit in writing, in detail, to the office of the City Clerk. 4. Councilman Chermak renorted the possible solution to the park- ing situation in the San Juan Park area, but requested the matter be re- ferred to the Planning Commission for further study and renort. Planning Commission Report: Mr. Fred L. Newhart, Jr. reported the meeting for public hearing on the proposed expansion and construction for the San Juan Elementary School, with a recommendation for approval of the land use variance re- quest. Discussion followed, with Mr. Harold Ambuehl giving details and ex- planatinns on the pronosal. Councilman Bathgate made a motion to uphold the recommendation of the Planning Commission and approve the request. Motion was duly seco- nded and carried. Announcement was made in regard to the oublic hearing to be held Tuesday, April 3, 1962, on the variance request of the Colony Kitchen Restaurant; and also preliminary considerations of the permitted class- ifications and restrictions for the proposed E-1, E-2 and E-3 Districts. Reminder was made announcing preliminary hearing and consideration of the proposed arterial street master plan and proposed subdivision or- dinance, on March 27, 1962. Unfinished Business: 1. City Attorney, John H. Dawson, related the sequence of the an- nexation proceedings to date, and advised the continuance.of the public hearing proceedings of the San Juan Creek Annexation No. 1 and to keep it in abeYnnce, if possible. 117 118 Councilman Bathgate also recommended continuance until further ce- rtainty could he committed. Councilman Chermak moved to continue the public hearing to April 9, 1962. Councilman Bathgate seconded the motion. Motion carried. 2. Ordinance No. 48 was read by title only, and constituted the second reading of the ordinance. Councilman `%hermak offered a resolution to adopt Ordinance No. 48 "An Ordinance of the Citv of San Juan Capistrano, amending the Land Use _ Ordinance No. 5; by adonting Sectional District map defining the bound- aries of certain R-1, Single Family; R-3, Multiple Family Residential Districts and C-1, Local Business District within the City of San Juan Capistrano; and imposing certain restrictions thereon." The resolution was accepted and adopted unanimously. New- Business: 1. A proposed ordinance to amend and clarify the intent of Ordin- ances 39 and 45 was read in full by the City Attorney. This constitut- ed the first reading of the pro)osed ordinance. 2. The City Clerk -Administrator submitted the issue of weed abat- ement within the limits of the city. Notification had been received to the effect that the County Division of Forestry would be unable to han- dle the matter this year, in time to record the charges upon the tax rolls. A format of a.resolution was read for the proposed weed abatement matter to be handled by the City, and establishing a hearing date to receive protests. Councilman Chermak offered the resolution declaring that the City is giving notice of the nuisance and hazard of weed, refuse, dirt and debris to be removed from properties within the City. The resolution was accented and adopted unanimously. Recommendations and Reports: 1. Councilman Bathgate related the study and advancement in the matter of sewers, water, and streets. He further recommended the Poss- ible estahlishment. of a 'Public Works Commission', also nroc_uri.ng a City Engineer.
