Thompson City Clerk, pro tem Regular Adjourned Meeting of the City Council of the City of, San Juan Capistrano May 15, 1961 The meeting was called to order at 7:35 P. M. by Mayor Carl E. Buchheim. Invocation was given by Rev. J. C. Gantenbein. Salute to the flag was lead by Mayor Buchheim. Minutes of the meeting of May 8, 1961, were read and approved. WRITTEN COMMUNICATIONS: Clerk, pro -tem read a letter from Frank M. Jordan, Secretary of State, requesting submission of the names of the officials of the City of San Juan Capistrano. Report to be filed before July 1, in order to make entry in State Roster. Receiving of bills was deferred until a budget report can be made and projected. Don Durnford made a report on "Traffic and Parking". The report related these items" - (a) 45° angle parking; (b) directional signing along Ban Diego Freeway; (c) limits of a 25 mi, per hr. zone; (d) precise plan to be drafted to detail "parking" and "loading" areas; and (e) the recommendation of a resolution to request the Orange County Highway Department to perform such work in detail and specifics. Mayor Buchheim reported the offers made to the City by the United California Bank relative to loans, bonds, Bank staff to make studies, and an invitation for the City Clerk to attend such banking functions and operations in order to acquaint himself with the processes employed by the bank. UNFINISHED BUSINESS: City Attorney, Mr. John Dawson, read the proposed Business License Ordinance (Ordinance No. 24): - "An Ordinance of the City of San Juan Capistrano establishing the licensing of business, professions and trades, and providing for the procedures to be followed; setting the tax rates, and providing the exemptions therefrom; pro- viding the penalties for the violation thereof, and declaring the urgency hereof." Discussion followed. The City Council requested Mr. Dawson to submit each section individually for their consideration. And after concurrence of acceptable provisions in each section, 5-I5-61 the Council considered the total ordinance. Mr. Ed Chermak made a motion to adopt the Business Licensing Ordinance. It was seconded by Don Durnford; passed and so ordered. An urgency ordinance regarding "Drilling of Oil Wells" was submitted by the City Attorney. The Council took the matter under submission. Resolution of policy of the Orange County Board of Supervisors regarding costs of services contracted to the incorporated cities and the payment thereof. The City Clerk , pro -tem, reported the continued process in the handling of "Land Use Permits" and other ordinances. Mr. Geoffrey P. Stormson introduced himself to the City Council and submitted a personal resume of his qualifications in the field of planning. He requested the Council to consider him when they thought of employing this type of service for the City. The public session of the meeting adjourned at 11:25 P. M.
