61-0508_CC_Minutes_Regular Meeting18 Regular Meeting of the City Council of the City of San Juan Capistrano May 8, 1961 Mayor Carl E. Buchheim called the meeting to order at 7:33 P. M. Invocation and salute to flag was given. City Clerk, pro tem, called the roll. Present were: Carl E. Buchheim, Don Durnford, William A. Bathgate, Edward S. Chermak and Tony Olivares. Minutes of the meeting of May 1, 1961, were approved as read. WRITTEN COMMUNICATIONS: 1. State Division of Highways regarding the apportionment of gas tax funds. 2. Orange County Airport Commission announcing meeting to be held June 27, 1961. ORAL COMMUNICATIONS: 1. Reports from "Parking and Crosswalks Committee" deferred until after a coordinated meeting with the Chamber of Commerce. 2. Appointment of a City Administrator -City Clerk. Deferred for discussion in a "closed executive session" of the City Council when the public meeting adjourns. 3. Mr. Dawson, City Attorney, projected the proposals for consideration of a Business License Ordinance. The City Council discussed the proposals specifically as to the "flat fee" and the "gross receipt" aspects. Mr. Don Durnford made a motion to instruct the City Attorney to draft an ordinance which would be most applicable to the local situation. Motion seconded by Tony Olivares. Passed and so ordered. 4. Appointment of City Treasurer deferred until the "closed executive session" following the public meeting. 5. Action deferred on possible resolution of adopting the "Master Plan of Arterial Highways" of the County of Orange. LAND USE PERMITS: 1. Rev. Gantenbein, Southern Baptist Church, was present and requested further instructions as to procedure in obtaining the necessary clearance for the con- struction of a church on Del Obispo Street. Mr. Dawson read a report from the Orange County Flood Control District relating the flood hazard and some possible recommendations for the improvement and handling of the surface waters. Mr. Dawson further requested a report on the feasibility of the installation of sanitation facilities. Also, related the step procedure for possible conformance to an "approved Land Use Permit". 2. Mr. Woods related the application for a building permit to construct a single-family residence on Avenida Los Cerritos. No problem; building permit to be cleared through Orange County Building Department. and REPORTS• 1. Ed Chermak reported on the ultimate planning and layout of disposal system of Laguna -Niguel Development. Disposal effluent would possibly create added deposits of boron which would be most undesirable. He further proposed action to oppose this plan. 2. Don Durnford recommended the appointing of a "planning commission" to make a study for "master planning", and consisting possibly of 9 members. Discussion followed, with majority of the councilmen recommending 5 members. The Mayor, Mr. Buchheim, instructed each councilman to submit five names of possible prospective persons to serve on the planning commission; said planning commission to work with the City Council until September 15th, in order to familiarize themselves with the problems at hand. 3. The matter of "City Hall premises and facilities was discussed. Mrs. Olivares related that her previous offer is still valid, but needs confirmation of acceptance by the City Council. Mayor Buchheim appointed a committee to study and make report on possible facilities. Committee appointed consisted of: Don Durnford, Ed Chermak and Bill Bathgate. Report to be made at next regular meeting. 4. Ed Chermak inquired about the "Disaster Relief Area", namely San Juan Capistrano. 5. Mayor Buchheim reported that P. 0. Box 216 has been retained in the name of the City for official mail. 6. Correspondence from the United California Bank of San Clemente extending best wishes and offering their services. 7. A ream of stationery and necessary envelopes to be procured from Karl Wray, Motion by Ed Chermak, seconded by Don Durnford. Passed and so ordered. 8. Ed Chermak read letter from State Park & Recreation Dept. stating that parcel of land was insufficient in area to be utilited.':in its program. (Reference Minutes of 4/24/61 Ed Chermak also related about inquiries of annexation proposals of Capistrano Palisades and of Dana Point. Public meeting adjourned at 9:20 P. M.
