68-0617_CC_Minutes_Regular MeetingMinutes of the Meeting of the City Council of San Juan Capistrano JUNE 17, 1968 The regular meeting of the City Council was called to order at 6:00 PM by Mayor Edward S. Chermak. The pledge of allegiance was recited. Invocation was given by City Administrator, Ernest A. Thompson. The City Clerk called the roll. Councilmen present: William A. Bathgate, Don Durnford, Antonio M. (Tony) Olivares and Edward S. Chermak. The minutes of the regular meeting of June 10, 1968 were approved with noted correction from motion to resolution in Item (d), page 3, and clarification of item (e), page 2. WRITTEN COMMUNICATIONS (a) Request from Muscular Dystrophy Association of America, Inc. to conduct fund raising campaigns in City during 1968. After con- siderable discussion, Councilman Bathgate moved that a letter of policy be written and that they be asked to select which way they wished to campaign. Motion seconded by Mayor Chermak and carried unanimously. (b) Copies of Board of Supervisors' Agenda for June 18 (pg 11), Item 52, Agreement - San Juan Groundwater Basin Study - State Depart- ment of Water Resources, and June 19 (pg 2) Item 5, Hearing - Status of Orange County Harbor District. Councilman Bathgate read letter received from Flood Control District related to San Juan Groundwater Basin Study and proposed Agreement. (c) Letter, Fiesta Association, requesting permission to present plans for a street dance. Item deferred to later in the meeting. (d) Resolution, City of Orange, expressing support for AB 1203 re- lating to training programs supported by penalty assessments. Discussed, but no action taken at this time. City Attorney to obtain copy of Bill. (e) Correspondence from Orange County Administrative Office regarding Orange County Community Action Council. With Council concurrence, Mayor Chermak directed that the item be tabled until the meeting of July 1, 1968 in order to obtain additional information on the subject. Councilman Durnford so moved. Seconded by Councilman Olivares and carried unanimously. Councilman Forster arrived at 6:50 PM. 6-17-68 464 (2) Requested vacation for portion of Ganado Drive. Has also received plans for realignment of Ganado Drive, but is taking no further action until they comply with requirements of Division of Land. Further, Flood Control District advised that due to inundation, the subject area still remains in hazardous location. (3) Met with Mr. Patrick regarding sidewalk South of Del Avion along westerly side of Del Obispo. Requested that City Administrator contact Road Commissioner to allow this work to be done. (4) Shall proceed to discuss matters regarding flood control with Mr. Osborne. (e) Councilman Durnford Stated decision should be made regarding Public Works projects as budget time is approaching. Discussion followed. With Council concurrence, Mayor Chermak directed that the matter be referred to staff for budget study. (f) Councilman Forster Received letter from Jack Rafferty, Capistrano Travel Agency, regarding directional signs which had been removed during im- provement of Del Obispo. Matter referred to staff for recom- mendation. Mr. Forster is to inform Mr. Rafferty that the item is in front of Council. (g) Mayor Chermak (1) Inquired as to status of undergrounding power line at San Juan Hills golf course. (2) Dirt left on street from grading project in industrial tract. was assured contractor has been notified. (3) Asked Councilman Bathgate for report on League of Cities meeting which he had attended. Mr. Bathgate stated all items concerned poverty programs in one way or another. ADJOURNMENT The meeting adjourned at 8:59 PM. ��5;�l� t. r st A.
