Minutes of the Regular Adjourned Meeting of the City Council
APRIL 16, 1968
The meeting was called to order by Mayor Edward S. Chermak at
6:02 PM.
Pledge of allegiance to the flag was recited. Invocation was given
by City Administrator, Ernest A. Thompson.
The City Clerk called the roll. Councilmen present: William A.
Bathgate, Carl E. Buchheim, Don Durnford and Edward S. Chermak. Absent:
Councilman Antonio M. (Tony) Olivares.
Councilman Durnford requested a point of special privilege in
order to submit a matter for Council consideration, to wit: a resolution
of commendation to Carl E. Buchheim for his seven years of service on
the Council and his service to the community. The resolution was
accepted, passed and approved by majority vote. Thereupon Councilman
Buchheim responded with statements of acknowledgements and appreciation.
Canvass of Ballots:
In accordance with the provisions of the Elections Code, State of
California, the City Council canvassed the ballots of the General Muni-
cipal Election held in the City of San Juan Capistrano on Tuesday,
April 9, 1968.
Upon completion of the canvass and before installing the new
officers, Councilman Durnford offered a resolution in accordance with
Sections 22932 and 22933 of the Elections Code which related the state-
ment of the results. The resolution was accepted, passed and approved
by unanimous vote.
The City Clerk then took charge of the meeting, declaring two (2)
councilmatic seats vacant and the present Mayor absolved of his position
and charge.
The oath of office for councilmen was recited by William A. Bathgate
and Thomas A. Forster and thereby duly sworn into office by the City
Clerk.
Nominations for Mayor:
The City Clerk entertained motions for nomination of a Mayor.
Councilman Forster nominated Edward S. Chermak, duly seconded by
Councilman Durnford. Councilman Bathgate made a motion that nominations
be closed. It was duly seconded by Councilman Forster. Carried and so
ordered; and the Clerk to enter a unanimous vote into the record.

Mayor Edward S. Chermak was presented with the gavel, and thereby
took charge of the meeting.
Mayor Pro Temporeā¢
Mayor Chermak opened to the floor for any nominations for Mayor
pro tempore. Councilman William A. Bathgate was nominated.
Councilman Durnford made a motion, duly seconded by Mayor Chermak,
that nominations be closed and instructed the City Clerk to cast an
unanimous ballot. Motion passed unanimously and so ordered.
The City Administrator reported that the Orange County Board of
Supervisors had set May 13, 1968 for open bidding for public sale of
a parcel of excess land which lies northerly of the Capistrano Airport
within the City of San Juan Capistrano.
The meeting adjourned at 6:40 PM.
