68-0415_CC_Minutes_Regular MeetingMinutes of the Meeting of the City Council of San Juan Capistrano APRIL 15, 1968 The regular meeting of the City Council was called to order at 6:01 PM by Mayor Edward S. Chermak. The pledge of allegiance was recited. Invocation was given by City Attorney, John H. Dawson. The City Clerk called the roll. Councilmen present: William A. Bathgate, Carl E. Buchheim, Don Durnford, Antonio M. (Tony) Olivares and Edward S. Chermak. The minutes of the regular meeting of April 8, 1968 were approved as presented. WRITTEN COMMUNICATIONS (a) Request from Boy Scouts of America, Orange County Council, for permission to sell tickets to annual Scout -O -Rama. Permission granted as in the past. (b) Copy of letter from City of Westminster to Senator Hugh Burns urg- ing an amendment to AB 202 relating to the "Brown Act". Council- man Durnford offered Resolution No. 68-4-15-1 in opposition to Assembly Bill 202. Passed, approved and adopted by majority vote, Councilman Olivares abstaining. (c) Copy of proclamation signed by Governor Reagan declaring week beginning April 14, 1968 as "Environmental Health Week", and letter, Orange County Health Department, requesting that appropriate action be taken. Mayor Chermak so proclaimed. (d) Correspondence from Transportation Association of Southern Calif. regarding amended Bylaws of the LARTS Program. Received and filed. UNFINISHED BUSINESS (a) Correspondence from Tustin Chamber of Commerce soliciting City's support in study of proposed Orange County Medical Center and commending Supervisor Hirstein's actions on behalf of the citizens of Orange County. Councilman Durnford offered Resolution No. 68-4-15-2 also commending Supervisor Hirstein's efforts in the matter. Passed, approved and adopted by unanimous vote. (b) Regarding the request from Capistrano Beach Sanitary District for an easement for pipeline purposes, Director of Public Works stated there appeared to be a conflict and recommended withholding any action until further study is made. 41-/5--68 i (e) Councilman Bathgate (1) Quiried as to the possibility of accommodating the Press during Council meetings, such as providing a desk of some type. Council concurred and will experiment. (2) Inquired as to the status of dissolution of the Street Light- ing District. City Administrator stated SDG&E is composing some facts and figures. (3) Noted dirt hauling for Stroschein project started this date. It was his understanding that there was to be a flagman at San Juan Creek Road and Camino Capistrano. Mayor Chermak suggested the matter be left to the discretion of staff. (f) Councilman Buchheim (1) Asked if anything had been done about bad patching job on Junipero Serra. Director of Public. Works stated matter had been pointed out to contractor, and paving contractor is to return to make corrections and repairs. (2) Spoke regarding Flood Control monies being used for improve - meets on Crown Valley Parkway. Asked if District should do likewise within City boundaries. (g) Councilman Durnford Reported on meeting held discussing proposed television station in Orange County. Proponents have applied for TV channel through FCC. Asked for comments and suggestions for programming. (h) Mayor Chermak (1) Motorcyclists on Alipaz are affecting church services in new churches. Asked that Sheriff's office be alerted. (2) As a point of information, due to grass runway of Capistrano Airport, it is becoming a fun place to visit due to many unique and antique type planes operating from the field.
