Minutes of the Meeting of the City Council of San Juan Capistrano
MARCH 25', 1968
The regular meeting of the City Council was called to order at
6:00 PM by Mayor Edward S. Chermak.
The pledge of allegiance was recited. Invocation was given by
City Attorney, John H. Dawson.
The City Clerk called the roll. Councilman present: William A.
Bathgate, Don Durnford, Antonio M. (Tony) Olivares and Edward S. Chermak.
Absent: Carl E. Buchheim.
The minutes of the regular meeting of March 18, 1968 were approved
as presented.
WRITTEN COMMUNICATIONS
(a) Correspondence from the Orange County Division of the League of
Cities giving notice of the General Meeting for March 1968 -
Informational.
(b) Notice of On Sale Beer License being transferred from Paul Birdwell
to Estelle and Clara Hector was received from California State
Alcoholic Beverage Control. Received and filed.
TREASURY DEMANDS
The list of Demands for warrants payable March 31, 1968 were sub-
mitted by City Treasurer, Alice M. Ross. On motion of Councilman
Bathgate, duly seconded by Councilman Durnford, warrants No. 3107 thru
3173 in the amount of $39,648.91 was authorized for payment by unanimous
vote.
PUBLIC HEARING
Considerable discussion prefaced the opening of the hearing to
determine if sufficient material to render a basis to hear the proposal.
The public hearing then opened at 6:38 PM with Mr. Roy Seeman,
Boyle Engineering, representing both the land owner and prospective
buyer in submitting the proposal for abandonment of portions of Ganado
Road and San Juan Creek Road and the realignment of Ganado Road through
reconveyance of new right of way and construction of improvements thereon,
Other proponents and individuals endorsing the proposal were Mr.
Mike Koll, developer and land owner; Mrs. Alice M. Ross, area resident;
Dr. Earl Little, prospective buyer.
Only one person spoke in opposition - Mr. Jack Kirkwood, area
resident and property owner, whereby he objected on the basis of the
adversity of automobile head lights shining onto his property at night

engineers are able to make an intelligent analysis. Motion
seconded and carried by unanimous vote.
(3) Inquired an apparent hole in Junipero Serra in connection
with Southern Counties Gas Company operations. T. J. Meadows
to investigate.
ADJOURNMENT
There being no further business to come before the City Council
for consideration, the meeting adjourned at 8:12 PM.
