Minutes of the Meeting of the City Council of San Juan Capistrano
MARCH 11, 1968
The regular meeting of the City Council was called to order at
6:00 PM by Mayor Edward S. Chermak.
The pledge of allegiance was recited. Invocation was given by
City Administrator, Ernest A. Thompson.
The City Clerk called the roll. Councilmen present: William A.
Bathgate, Carl E. Buchheim, Don Durnford, Antonio M. (Tony) Olivares
and Edward S. Chermak.
The minutes of the regular meeting of March 11, 1968 were approved
as presented.
WRITTEN COMMUNICATIONS
(a) Notice from Orange County Division, League of California Cities,
Executive Meeting for March 1968. Mayor Chermak and Councilmen
Bathgate, Buchheim and Durnford to attend.
(b) Notice from Orange County Fairgrounds calling for the City's
participation in the 1968 Orange County Fair and Exposition.
With Council concurrence, Mayor Chermak directed the City Admin-
istrator to send correspondence to the various service organiz-
ations requesting their opinions on the possibility of an
exhibition for the Fair in 1969.
(c) Correspondence from Orange County Safety Council requesting Mayax°
Chermak to proclaim "National Poison Prevention Week" March 17-23,
1968. Mayor Chermak so proclaimed.
(d) Invitation from Orange County Chamber of Commerce to attend dedi-
cation ceremonies for opening of portion of San Diego Freeway on
March 21, 1968, luncheon following.
ORAL COMMUNICATIONS
Mr. George Kastorff stated a truck is illegally parked on La
Matanza. Conversation turned to situation of camper -trailer parking
on private properties. City Attorney to check ordinance regarding
verbage as pertains to "Yard".
TREASURER'S REPORT
The statement of cash receipts and disbursements for the month
ending February 29, 1968 were presented. Councilman Bathgate, secon-
ded by Councilman Durnford, moved that the Treasurer's Report be
accepted and filed for audit. Motion carried unanimously.

UNFINISHED BUSINESS
(a) Councilman Bathgate, seconded by Councilman Buchheim, moved that
second reading of proposed Ordinance No. 133 be read by title only.
Seconded by Councilman Buchheim and carried unanimously. City
Attorney rendered second reading of ordinance entitled "Ordinance
providing that each member of the City Council shall receive a
salary and fixing the amount thereof", by title only. Councilman
Buchheim then offered Ordinance No. 133 for adoption. Passed,
approved and adopted by majority vote, Councilman Durnford voting
"No".
I(b) City Attorney in receipt of Easement Grant Deed for Assessment
District 64-1 executed by Howard and Coy M. Greenlee. Council-
man Durnford offered Resolution No. 68-3-11-1, accepting the
Grant Deed and authorizing its execution. Passed, approved and
adopted unanimously.
NEW BUSINESS
(a) Request from Community Presbyterian Church for temporary use and
occupancy permit effective March 24, 1968. Councilman Buchheim,
seconded by Councilman Durnford, moved that the request be grant-
ed for a period of six months, subject to same stipulations im-
posed upon the Baptist Church regarding formation of 1911 Act
Improvement District. Motion carried by majority vote, Councilman
Bathgate abstaining.
(b) Memorandum from League of California Cities announcing Finance
Administration Seminar in Palo Alto April 24, 1968. Upon recom-
mendation of City Administrator, Councilman Buchheim moved that
the City Treasurer and Director of Finance be authorized to
attend this Seminar, expenses paid,. Motion seconded by Council-
man Durnford and carried unanimously.
RECOMMENDATIONS AND REPORTS
(a) City Administrator, Ernest A. Thompson
Received correspondence from Capistrano Unified School District
regarding demands of dedication of land for school sites. Mayor
Chermak, stating that the City is not in a position to be an
instigator of this activity, asked that the matter be held in
abeyance.
(b) City Attorney, John H. Dawson
(1) Assembly Bill 231, pertaining to bussing of school children,

(2) He is also on the Committee for the School District expen-
diture for swimming pools. As yet, has not been contacted.
(3) Has been asked to serve on the Advisory Board of the new
Junior College.
(h) Councilman Durnford
Inquired as to the status of Capistrano Shores Annexation. Was
informed Judge has made no determination as yet.
(i) Mayor Chermak
(1) Reported on dinner meeting he and City Administrator atten-
ded, where Huntington Beach pleaded their case in regard
to detachment from the Harbor District.
(2) Commended animal control services. Recommended calling
San Clemente Police Department for fast contact with
animal control officer.

The meeting adjourned at 8:30 PM.
