Minutes of the Meeting of the City Council of San Juan Capistrano
OCTOBER 30, 1967
The regular meeting of the City Council was called to order at 6:00 PM by
Mayor Edward S. Chermak.
The pledge of allegiance was recited. Invocation was given by Ernest A.
Thompson, City Administrator.
The City Clerk called the roll. Councilmen present: William A. Bathgate,
Carl E. Buchheim, Don Durnford, Antonio M. (Tony) Olivares and Edward S. Chermak.
The minutes of the regular meeting of October 23, 1967 were approved as
presented.
TREASURY DEMANDS
The list of accounts payable October 31, 1967 were presented by Director of
Finance. Councilman Bathgate, seconded by Councilman Durnford, moved that Warrant
Nos. 2818 through 2865, inclusive, in the total amount of $53,810.53, be issued
for payment. Motion carried unanimously.
UNFINISHED BUSINESS
(a) Request from Capistrano Airport and Industrial Park, Ltd., for exoneration
of bonds and/or letters of credit for sewer, monumentation and street light-
ing on Tract 62402. Councilman Buchheim moved that bonds be released as re-
quested, subject to examination of tract by City Engineer. Motion seconded
by Councilman Durnford and carried unanimously.
(b) Mr. Joe Feeney of Engineering -Science, Inc., reported on reconstruction of
sewer line in Assessment District 64-1, stating repair work could be contracted
through force account for an approximate amount of between $8,000 and $9,000.
He also reported that Orange County Flood Control would be willing to recon-
struct and maintain channel alignment if easements in this area were granted
to them. Councilman Buchheim, seconded by Councilman Bathgate, then moved that
staff be instructed to contact property owners and to proceed along the lines
as outlined by Engineering -Science.
(c) City Engineer requested Council consideration for budgeting of gas tax funds
for streets, stating funds could be used for a specific project, or, as
recommended by City Administrator, placed in general planning fund. Councilman
Buchheim then offered Resolution No. 67-10-30-1, adopting and submitting a
budget for expenditure of State allocated (engineering) funds, for adoption.
Passed, approved and adopted by unanimous vote.
RECOMMENDATIONS AND REPORTS

(a) City Administrator, Ernest A. Thompson
(1) Received preliminary report from Bartle -Wells regarding sewage study.
As a result of this report, a breakfast meeting was held this date
with Supervisor Allen, officials from San Clemente, Dana Point Sewer
District and Capistrano Beach Sewer District.
(2) Regarding possibility of bi-weekly trash pickup, suggested residents
be contacted, possibly through the newspaper media, to voice their
opinions in the matter.
(b) Director of Public Works, T. J. Meadows
Received encroachment permit from AT&SF Railroad and requested authorization
to execute document on behalf of the City. Councilman Durnford, seconded by
Councilman Bathgate, moved that request be granted. Motion carried unanimously.
(c) City Engineer, Jack Y. Kubota
(1) Paving in Tract 6244 (Darmi) to be completed November 1st.
(2) As plans were approved for Tract 6427 (Mission Hills Ranch) at the last
regular meeting, proposents plan to start sewer construction immediately.
(3) Has been advised that in order to bring power into Tract 6427, two poles
must be placed along Rancho Viejo Road. When adjacent property develops,
these power lines must go underground.
(d) Councilman Bathgate
Expressed concern regarding rezoning of adjacent County property by County
Planning Commission, After considerable discussion, Councilman Buchheim
moved that City Administrator, City Planner and Councilman Bathgate attend
public hearing to be held November 15, and report back to Council. Motion
seconded by Councilman Durnford and carried unanimously. This item is also
on Planning Commission agenda November 7th.
(e) Councilman Durnford
Reported on meeting called by Supervisor Allen with representatives of the
City, San Clemente and local sewer districts. Only result of the meeting
was agreement by all that something had to be done. No positive action taken.
