67-0821_CC_Minutes_Ajdourned Regular Meeting311 Minutes of the Meeting of the City Council of San Juan Capistrano AUGUST 21, 1967 The adjourned regular meeting of the City Council was called to order at 24:30 PM by Mayor Edward S. Chermak. The pledge of allegiance was recited. Fifteen seconds of silent prayer was observed in lieu of invocation. The Deputy City Clerk called the roll. Councilmen present: Carl E. Buchheim, Don Durnford, Antonio M. (Tony) Olivares and Edward S. Chermak. Absent: William A. Bathgate. The minutes of the regular meeting of August 14, 1967 were approved as presented. WRITTEN COMMUNICATIONS (a) Request from A -I -D, Orange County Division, for permit to allow them to oper- ate in the City. Deferred to next regular meeting. (b) Letter from Mr. Osborne, Orange County Flood Control District, suggesting that San Juan Capistrano, San Clemente and Laguna Beach consider choosing and sup- porting a representative for appointment to the Regional Water Quality Control Board. Item deferred to next regular meeting to allow Council time for consideration. (c) Letter from Transamerica Development Company requesting that necessary action be taken to form Special Maintenance District for Tract 5947. Referred to City Attorney for comment at next regular meeting. ORAL COMMUNICATIONS Mr. Schlegel, representing his clients, Dr. & Mrs. Stroschein, appeared before Council relating that he and Mr. Swartz, the developer, had met with the City Engineer this date to resolve problem of lot split. They have two alternate plans in mind that may be acceptable to all factors involved, and will have a signed endorsement in order for presentation to Council at next regular meeting. PLANNING COMMISSION MATTERS The minutes of the Planning Commission Meeting of August 15, 1967 were pre- sented for Council perusal. NEW BUSINESS (a) Staff Report on DL 66-103 (Stroschein) - To be continued. (b) Resolution setting tax rate for Capistrano Beach Maintenance District. As the District was having their meeting this date, item continued to next regular meeting. RECOMMENDATIONS AND REPORTS (a) Director of Public Works, T. J. Meadows 312 (1) Reported on progress of contractor for Assessment District 66_1. Con- tract signed August 15, 1967. Work on Junipero Serra on-ramp started. (2) Contacted Trabuco Water Company. They will take care of broken pipeline on Del Obispo this week. (b) City Engineer, Jack Y. Kubota (1) Del Obispo school project conforming to Council action of last week. Street closed for two days and opened Friday for week -end. Hope to have same cooperation for coming week. (2) All drainage facilities on Camino Capistrano and Del Obispo are being placed as designed. (3) In the interest of time, presented Preliminary Plans for railroad crossing, returned from Santa Fe with corrections, for Council accept- ance. Councilman Buchheim, seconded by Councilman Durnford, moved that the plans be accepted as presented by City Engineer. Motion carried unanimously. (4) Re Stroschein development, discussing the possibility of stange con- struction, or interim development on portions of roadway. (5) Suggested that in the best interest of the City, proposed new section of Del Obispo and Ortega Highway be signalized as well as intersection at Camino Capistrano. These projects to tie in with the freeway program. (c) Mayor Chermak A representative of Texaco Company asked if City would have any objection to replacing dead olive tree in their park area with another species. He gave their promise to have tree replaced and maintained for a minimum of one year. ADJOURNMENT There being no further business, the meeting adjourned at 5:00 PM. Leontine M.
