67-0724_CC_Minutes_Adjourned Regular MeetingMinutes of the Meeting of the City Council of San Juan Capistrano JULY 24, 1967 The adjourned regular meeting of the City Council was called to order at 4:38 PM by Mayor Edward S. Chermak. The pledge of allegiance was recited. Invocation was given by Harold L. Albert, Director of Finance. The Deputy City Clerk called the roll. Councilmen present: Carl E. Buchheim, Don Durnford, Antonio M. (Tony) Olivares and Edward S. Chermak. Absent: William A. Bathgate. The minutes of the regular meeting of July 17, 1967 were approved as presented. WRITTEN COMMUNICATIONS (a) Letter from Automobile Club of Southern California requesting support on opposition to Assembly Bills 1290 and 2092. Councilman Durnford suggested telegrams be sent to Governor Reagan and Senator Schmitz urging them not to support these bills. AAA Club to be so informed. So directed. (b) Request from National Cystic Fibrosis Research Foundation to direct a soli- citation for funds in the City. Matter deferred to next regular meeting. (c) Notice of General Meeting for July, Orange County League of Cities - Info (d) Letter from Transamerica Development Company, requesting exoneration of Bonds on Tract 5946. Mayor Chermak requested staff report for presentation at the next regular meeting. NEW BUSINESS (a) Drainage culvert for Airport Industrial Tract development - City Engineer stated that the drainage design was secondary to the request for approval of the Tract Map. Discussion followed. Councilman Buchheim, stating that Council should not deviate from normal practice, moved that the proponents post a com- pletion bond for improvements of access road and railroad crossing, as outlined by the City Engineer. Motion seconded by Councilman Durnford and carried unanimously. City Engineer to present bond figure to legal counsel for con- sideration at next regular meeting. (b) City insurance coverage - A memorandum was presented by Director of Finance on proposals offered by Mr. John Cooper, representing Holbert Insurance Agency, and Capt. Jerry Gaffney, representing Farmers Insurance Exchange, both of whom were in the audience. After considerable discussion, Mayor Chermak asked that the matter be continued to the next regular meeting for further study. ORAL COMMUNICATIONS Dr. Ervin Watkins appeared before Council asking permission to proceed in negotiations with the City and industrial tract people for joint venture on 7-24-6-7 i 1 6 sewer project. Permission granted. TREASURY DEMANDS The list of accounts payable July 31 was presented by Director of Finance. Mr. Albert requested that Warrant No. 2690 in the amount of $60.00 be added to the list. This amount to be paid to City Attorney for professional services rendered in filing application with PUC and AT&SF Permit. Councilman Durnford moved that Warrant Nos. 2632 through 2690, inclusive, in the total amount of $38,266.25 be approved for payment. Motion seconded by Councilman Buchheim and carried unanimously. RECOMMENDATIONS AND REPORTS Re: Assessment District 66-1, T. J. Meadows, Director of Public Works, reported that Engineering -Science, Inc. had obtained a tentative right -o£ -way agreement from Mrs. Helen M. Reid for property representing .047 acres. They agreed to pay $2,000 per acre with the special condition that a payment of $20.00 be made per tree for each tree damaged during construction. Councilman Buchheim, seconded by Councilman Durnford and carrying unanimously, moved that the offer be accepted. ADJOURNMENT The meeting adjourned at 5:05 PM. Leontine M.
