67-0417_CC_Minutes_Regular MeetingMinutes of the Meeting of the City Council of San Juan Capistrano APRIL 17, 1967 As Mayor Durnford was absent and Mayor Pro -Tem Olivares was suffering from hoarseness, Councilman Bathgate moved that Councilman Chermak be appointed Acting Mayor for the evening. Motion seconded by Councilman Olivares and carried unanimously. Acting Mayor Chermak called the meeting to order at 6:06 PM. The pledge of allegiance was recited. Invocation was given by City Adminis- trator, Ernest A. Thompson. The City Clerk called the roll. Councilmen present: William A. Bathgate, Edward S. Chermak and Antonio M. (Tony) Olivares. Absent: Carl E. Buchheim and Don Durnford. The minutes of the meeting of April 10, 1967 were approved as presented. WRITTEN COMMUNICATIONS (a) Notice of General Meeting for April, 1967, Orange County League of Cities. (b) Letter from Southern California Regional Association of County Supervisors Re: Use of State Highway Construction Funds. The item was deferred to the next regular meeting for further information on the subject. (c) Letter from Christiansen & Associates regarding Exoneration of Street Improve- ment Bonds, Tract No. 4678. Upon recommendation of the City Engineer, Council- man Bathgate, seconded by Councilman Olivares, moved that Street Improvement Bonds on Tract 4678 be exonerated. The motion carried unanimously and was so ordered. ORAL COMMUNICATIONS Mr. Hugh Kimball, Manager of Dana Point Sanitary District, appeared before Council. He stated he had received a report from Engineering -Science prior to Board Meeting of Dana Point Sanitary District. On the strength of this report, the Board will not take action on the Engineering -Science proposal. Director of Public Works is to report to Council at next regular meeting. UNFINISHED BUSINESS (a) Feasibility report on Street Maintenance Program as presented by Director of Finance and Director of Public Works. After considerable discussion, Acting Mayor Chermak suggested that no action be initiated until more than three Council members were in attendance. City Administrator stated decision should be made by May 22 at the very latest in order to initiate appropriate ordinances. (b) City Attorney rendered in full reading of draft of resolution concurring in and commending the Division of Highways on the route for the Coastal Freeway as it affects the City of San Juan Capistrano. Councilman Bathgate offered * -/7-b7 04ao Resolution No. 67-14-17-1 for adoption, with all three Councilmen present concurring. (c) City Attorney read draft of Contract Agreement as it affected the airport access road. After discussion with City Engineer and proponents, Acting Mayor Chermak suggested a re -draft be presented at next regular meeting. RECOMMENDATIONS AND REPORTS (a) City Administrator, Ernest A. Thompson. (1) Notice of Public Hearing regarding Parks & Recreational Element Master Plan not printed in paper and so does not comply with the law. This hearing re -scheduled for May 1 meeting. (2) Has been advised by Mr. Hugh Kimball that all four agencies have con- firmed their consent to participate in regional area sewerage survey to be made by Bartle -Wells. (b) Director of Public Works, T. J. Meadows (1) Weed Abatement posting has been accomplished. (2) City's share in repair of outfall break may run as high as $14,900.00. (c) City Engineer, Jack Y. Kubota (1) Presented map of Del Obispo School site and reported on process of checking development plans. (2) Reporting on street lighting plans for the same development, SDG&E care up with plan for staggering street lighting on both sides of Del Avion. No official action taken at this time. (3) Reported that he has received information Sutro Company is to start street improvements on Camino Capistrano and Del Obispo.
