Minutes of the Meeting of the City Council of San Juan Capistrano
FEBRUARY 20, 1967
The regular meeting of the City Council was called to order at 6:00 PM by
Mayor Don Durnford.
The pledge of allegiance was recited. Invocation was given by City Adminis-
trator, Ernest A. Thompson.
The City Clerk called the roll. Councilmen present: William A. Bathgate,
Carl E. Buchheim, Edward S. Chermak, Antonio M. (Tony) Olivares and Don Durnford.
The minutes of the regular meeting of February 14, 1967 were approved as
submitted.
WRITTEN COMMUNICATIONS
(a) Notice of General Meeting for February, Orange County League of Cities -
Informational
(b) Letter from San Juan Capistrano Chamber of Commerce announcing a tour to
review aspects of the Capistrano Valley General Plan and traversing proposed
tourist route - Informational
(c) Letter, State Division of Highways regarding Las Ramblas Interchange proposal.
City Engineer, Jack Y. Kubota, made presentation of Plat Map. Councilman
Bathgate recommended that as a gesture of appreciation, a letter be sent to
State Division of Highways.
ORAL COMMUNICATIONS
Mr. Bill Webb, representing American Legion Post #721, requested consideration
of Council to issue franchise for sale of fireworks within the City Limits of the
City of San Juan Capistrano June 26 through July 5, 1967. Mayor Durnford, seconded
by Councilman Bathgate, moved that they be granted an exclusive franchise for this
sale, subject to conditions previously set forth. Motion carried unanimously and
was so ordered.
City Attorney, John H. Dawson, rendered first reading of redrafted proposed
Ordinance No. 127 adopting Plan A of City Retirement Plan as presented by National
Associates.
RECOMMENDATIONS AND REPORTS
(a) City Administrator, Ernest A. Thompson
(1) Reported on Annual City Managers' Spring Meeting which he attended in
Palo Alto, California February 8-9-10.
(2) Reported on responses to Certified letters sent to owners of property
on Alipaz Street. He and City Engineer are to set up a meeting setting
program to further this project.

(3) Target date of March 15th set for leasing sub -station of SDG&E, and
suggested serious consideration for ordering those vehicles allocated
by budget, inasmuch as a facility to house them is becoming apparent.
(b) City Attorney, John H. Dawson
There was some discussion at Managers' Meeting regarding LAFCO. League of
California Cities critical of the way it is administered.
(c) Director of Public Works, T. J. Meadows
Diver and an oceanographer arrived this date and made dive to examine break
in outfall. He is to have written report and recommendation at next
regular meeting.
(d) City Engineer, Jack Y. Kubota
(1) Preliminary plans for proposed railroad crossing at industrial area
submitted to Santa Fe. They are to make cost estimate to present to
City. If agreeable, will make further application to Public Utilities
Commission. Presented preliminary plan to Council.
(2) Darmi, Inc., submitted improvement plans for Tract 6244.
(e) Mayor Durnford
Oso Road going to pieces. Director of Public Works to survey and report.
The meeting adjourned at 7:17 PM.
