67-0214_CC_Minutes_Regular MeetingMinutes of the Meeting of the City Council of San Juan Capistrano FEBRUARY 14, 1967 The regular meeting of the City Council was called to order at 6:02 PM by Mayor Don Durnford. The pledge of allegiance was recited. Invocation was given by City Attorney, John H. Dawson. The Deputy City Clerk called the roll. Councilmen present: William A. Bathgate, Carl E. Buchheim, Edward S. Chermak, Antonio M. (Tony) Olivares and Don Durnford. The minutes of the regular meeting of February 6, 1967 were approved as presented. WRITTEN COMMUNICATIONS (a) Letter from Orange County Epilepsy Society, a non-profit agency, requesting permission to sell tickets for a Variety Stage Show. Councilman Chermak, seconded by Mayor Durnford, moved that permission be granted provided they are identified and cleared through the Sheriff's Office and City Hall. Motion carried unanimously. (b) Letter, City of Huntington Beach, requesting Council endorsement of their resolution supporting the Orange County Flood Control District Bond Issue. Resolution attached. Councilman Buchheim stated that for reasons of self preservation, this issue should have full support of the City. He therefore offered a resolution supporting the Orange County Flood Control District Bond Issue to be voted on at a special election on March 21, 1967. The resolution was passed, approved and adopted by unanimous vote. ORAL COMMUNICATIONS Mr. George Kastorff in the audience, reported that several old cars parked on La Calara Street were blocking the street sweeper in its rounds, and asked if there were means of having these cars removed. Staff is to contact Sheriff's office to impound vehicles if illegally parked. PLANNING COMMISSION MATTERS A memorandum was presented from the Secretary of the Planning Commission denoting actions taken at their February 7th meeting. UNFINISHED BUSINESS (a) Amendment No. 1 to City Land Use Element (Darmi Tract). Councilman Bathgate offered a resolution amending the Land Use Element Plan in accordance with the recommendation of the Planning Commission. Resolution was passed, approved and adopted by unanimous vote. (b) Re: Ordinance adopting Plan A of City Retirement Plan as presented by 2-lq- eI 225 National Associates, Inc. Councilman Buchheim moved that item be deferred until the next regular meeting. Motion seconded by Mayor Durnford and carried unanimously. NEW BUSINESS Mr. Joe Feeney, representing Engineering -Science, Inc., made a presentation on 1911 Act proceedings for formation of Sewer Assessment District No. 66-1 and presented schedule of procedure. First public hearing was tentatively set for April 24, 1967. RECOMMENDATIONS AND REPORTS (a) City Engineer, Jack Y. Kubota (1) Forster Street paved Monday, February 13. Work continued after dark. (2) Darmi Tract grading out necely. (3) As City denied request from State Division of Forestry to pay cost of paving street for new fire station, their engineer stated they would have to find other means of financing. (4) State is willing to negotiate with City regarding excess parcels for parks, but are presently working with Water District. (5) Reported on Mission Street railroad crossing closure. (6) Survey crews working on airport access road. Will have plans in February 15th to present to railroad people for formal approval. (b) Director of Public Works, T. J. Meadows (1) Outlined program set for street sweeping in City. Downtown Mondays, Wednesdays and Fridays. Curbs and gutters weekly. Welcomed any suggestions from Council. (2) Mission Street posted with necessary reflector signs and barricades. (3) Ganado Bridge signs also posted. As some children seem to be defying traffic on bridge, it was suggested that a "No Loitering" sign could also be posted and Sheriff's office notified. (4) Ramos Street paving job completed this date. Contractor commended for fine job. (5) Attended Weed Abatement meeting. They are attempting to write ordinance to standardize weed abatement program throughout all cities. (6) Another break in outfall line 100 to 200 feet inshore from other break and more severe in nature. Mayor Durnford moved that Engineering -Science be authorized to make an investigation as to cause of these breaks and possible remedy, and to approach Dana Point Sanitary District regarding sharing of costs for this investigation. Motion seconded by Councilman Bathgate and carried unanimously. -Z-/'/-47 o,26 (c) Councilman Buchheim (1) Street sweeper operator, James Olivares, doing a fine job. Suggested he carry pad to note cars parked over 72 hours. (2) Regarding 1911 Act proceedings, he owns property within proposed assess- ment district and asked if there would be a conflict of interest. City Attorney advised that he abstain from any Council action taken in this regard. ADJOURNMENT _ There being no further business, the meeting adjourned at 7:10 PM. eontine M.
