67-0206_CC_Minutes_Regular Meeting221 Minutes oZ the Meeting of the City Council of San Juan Capistrano FEBRUARY 6, 1967 The regular meeting of the City Council was called to order at 6:00 PM by Mayor Don Durnford. The pledge of allegiance was recited. Invocation was given by City Administrator, Ernest A. Thompson. The City Clerk called the roll. Councilmen present: Carl E. Buchheim, Edward S. Chermak, Antonio M. (Tony) Olivares and Don Durnford. Absent: Council- man William A. Bathgate. The minutes of the regular meeting of January 30, 1967 were accepted as presented. WRITTEN COMMUNICATIONS (a) Notice of February Executive Meeting of Orange County League of Cities - Informational (b) Resolution from Capistrano Unified School District, endorsing the February 14th election to form a junior college district in our area, and letter soliciting Council endorsement of same. Informational. Resolution No. 66-12_19-4, endors- ing and supporting this movement to be sent to School District. (c) Minutes of Board of Supervisors denying request of City for County of Orange to clean up litter on Camino Capistrano due to dump in the area. City Attorney is to explore methods whereby a solution to this problem may be resolved. (d) Request from Orange County Heart Association for Mayor Durnford to proclaim February 1967 as "Heart Fund Month" and February 26, 1967 as "Heart Sunday". On motion of Councilman Buchheim, seconded by Councilman Chermak, Mayor Durnford was given authorization to make this proclamation. Motion carried unanimously. TREASURER'S REPORT The statement of cash receipts and disbursements for the month ending January 31, 1967 was presented from City Treasurer, Alice M. Ross. Councilman Chermak, seconded by Councilman Buchheim, moved that the financial statement for the month of January be filed for audit. Motion carried unanimously and was so ordered. UNFINISHED BUSINESS (a) Council decision regarding Amendment No. 1 to City Land Use Element as per- tains to Darmi Tract. City Administrator recommended that item be deferred, affording Councilman Bathgate time for review. Councilman Chermak, seconded by Councilman Buchheim, moved to carry item over until the next regular meeting. Motion carried unanimously. F--4 � ow (b) City Retirement Plan. City Administrator stated that National Associates, Inc., working on ordinance adopting Plan A, and suggested ordinance be pre- sented in composit form for Council perusal. Mayor Durnford moved that first reading of ordinance be deferred until Council has received full ordinance in packet for discussion. Motion was seconded by Councilman Buchheim and carried unanimously. RECOMMENDATIONS AND REPORTS (a) City Administrator, Ernest A. Thompson (1) Reported on new mercury vapor street lighting within City area on Camino Capistrano and Ortega Highway, and San Juan Park area. (2) Announced Mission Street crossing to be closed March 7, 1967. Barri- cades, "Dead-end Street" and "Not a Through Street" signs are to be posted alerting the populous of this closure. City Engineer stated "Not a Through Street" sign to be posted at Los Rios and Verdugo streets. (b) City Attorney, John H. Dawson Due to early arrival this evening, had a chance to tour City with City Engineer. Now recognizes dome problem areas. (c) Director of Public Works, T. J. Meadows Is to attend Weed Abatement Seminar February 7th at Garden Grove. (d) City Engineer, Jack Y. Kubota (1) Reported on meeting with Royal Street Development people regarding Mission Hills Ranch. They plan to present tentative tract map. (2) He is filling in for City Inspector, Benny Davis, who is on vacation. (3) Received request from State Division of Forestry regarding new fire station. They are to put in curb and gutter, but request City to pay cost of pavement. Councilman Buchheim, seconded by Councilman Chermak, moved that Mr. Kubota be authorized to instruct the State that the City denies this request. (4) Del Obispo High School developing rapidly. When they are ready to improve streets, will try to lower grade of Del Obispo one foot, a permanent grade adjustment, for drainage purposes. (e) Councilman Chermak (1) Has noted vehicles delivering local newspapers driving on wrong side of streets in residential areas, endangering the lives of children playing. Mr. Fisher, in the audience, stated same situation exists on his street. City Attorney suggested City Administrator send letter to Circulation Managers of newspapers stating this hazard. 22� (2) Problem of mud scattered in streets from trucks. City Engineer to check with pipeline people and City Administrator to contact State. (f) Councilman Olivares Inquired if book sellers were required to have City business license. City Administrator stated solicitors should be cleared through Sheriff's office and be in possession of license. Mayor Durnford stated that if they do not possess license, Sheriff's office should be contacted. (g) City Administrator and City Attorney reported on Court action regarding eminent domain process of Airport access road. ADJOURNMENT The meeting adjourned at 7:21 PM. Er st A.
