66-1205_CC_Minutes_Regular Meeting200 Minutes u£ the Meeting of the City Council of San Juan Capistrano DECEMBER 5, 1966 The regular meeting of the City Council was called to order at 6:01 PM by Mayor Don Durnford. The pledge of allegiance was recited. Invocation was given by City Administrator, Ernest A. Thompson. The City Clerk called the roll. Councilmen present: William A. Bathgate, Carl E. Buchheim, Antonio M. (Tony) Olivares and Don Durnford. Absent: 'Marco F. (Tom) Forster. The minutes of the regular meeting of November 28, 1966, were approved as presented. WRITTEN COMMUNICATIONS (a) Letter of invitation to Mayor and staff from Orange County Board of Super- visors to attend presentation of the Waste Water Disposal and Reclamation for Orange County 1966-2000 Report. Mayor Durnford urged all to attend. (b) Resolution, City of Garden Grove, supporting the establishment of a College of Medicine at University of California -Irvine. City Clerk to obtain additional information on subject from Mayor Honold of City of Garden Grove to present at next regular meeting. (c) Resolution, City of Stanton, requesting California State Division of High- ways to recommend certain changes in Section 143 of California Streets and Highways Code. Deferred for further study. City Clerk to acquire additional information on this subject. (d) Notice, Orange County League of Cities - Executive Meeting for December. NEW.BUSINESS (a) Transamerica Development Company request for temporary driveway across City - owned sidewalk to provide access to off-street parking in area of model complex (Casas.Capistrano - Tract 6121). Councilman Buchheim moved that the City Engineer investigate the matter and present a proposal. Motion was seconded by Councilman Bathgate. Mr. Kubota recommended the complete removal of the driveway now in existence and that an asphalt or concrete driveway be installed. Will confer with City Attorney to determine final recommendation. Motion carried unanimously. (b) Literature from Feather River Project Association, with request for financial support from City to advance program. Councilman Buchheim, seconded by Council- man Olivares, moved to table item. Motion carried unanimously. RECOMMENDATIONS AND REPORTS (a) City Administrator, Ernest A. Thompson ZUA (1) City Employees again won Safety Award presented by League of California Cities and State Compensation Insurance Fund. (2) Mr. Carl Nelson of the Flood Control District made a request for reso- lution from City Council to include E1 Horno drainage facility in the updated Engineer's report for the upcoming bond issue. Considerable discussion followed, but no action taken at this time. Director of Public Works to confer with Mr. Dennis O'Leary regarding water control.. (b) Director of Public Works, T. J. Meadows (1) In the process of receiving bids for reconstruction of Ramos Street. Will have additional bids to present at next meeting. (2) Minor flooding in City during current rain storm. Men have been diligently working on problem areas. (3) Urgent need for securing two pick-up trucks for City. Asked Council to reconsider purchase of these vehicles. After lengthy discussion, Mayor Durnford moved that the City purchase one pick-up truck to replace privately owned vehicle of Construction Inspector. Motion seconded by Councilman Buchheim. Choice of vehicle to be purchased will be made by Director of Finance and Director of Public Works, with price not to exceed $2,500. Motion carried unanim- ously and was so ordered. (c) City Engineer, Jack Y. Kubota (1) Reported on meeting called by StateDivision of Highways regarding adoption of Route 1 freeway section from Via California to Newport Beach. Stated no connections proposed will affect the City. (2) Obtained estimate of costs to pursue PUC Program for railway signals. Estimated cost to railroad approximately $53,000. City's share (25% of cost), approximately $15,000. He also stated that gas tax funds may be used for this project. (3) Re: Alipaz Street AHFP Project. Recommended staff be authorized to proceed with new application for funds. Councilman Bathgate, seconded by Mayor Durnford, moved that City Administrator be authorized to execute the application. Motion carried unanimously. (4) In the event water level in San Juan Creek should rise, suggested closing of Ganado Bridge. City Council so ordered. (d) Councilman Bathgate Inquired as to the possibility of another drainage opening at corner of street in front of Casas Capistrano (Tract 5947). City Engineer to follow up matter. He also asked if there were any provisions made for nuisance water grooves on streets. (e) Councilman Buchheim Storm drain south of Junipero Serra and Camino Capistrano plugged and sand bags have been removed, creating water on turn. Suggested it be opened and maintained and sandbagged for overflow. J) Mayor Durnford With Council approval, appointed Mr. Thomas A. (Tony) Forster to replace Mr. Bruce Martin as Planning Commissioner and to also serve on Architectural Review Board. .1DJ OURNMENT The meeting adjourned at 7:35 PM. e E est A.
