66-0906_CC_Minutes_Regular MeetingMinutes of the Meeting of the City Council of San Juan Capistrano SEPTEMBER 6, 1966 The regular meeting of the City Council was called to order at 6:02 PM by Mayor Don Durnford. The pledge of allegiance was recited. The invocation was given by City Administrator, Ernest A. Thompson. The City Clerk called the roll. Councilmen present: William A. Bathgate, Marco F. (Tom) Forster, Antonio M. (Tony) Olivares and Don Durnford. Absent: Councilman Carl E. Buchheim. Councilman Forster moved that the minutes of the regular meeting of August 29, regular adjourned meeting of August 30, and the special meeting of September 1, 1966 be accepted as presented. Councilman Bathgate seconded the motion and it carried unanimously. WRITTEN COMMUNICATIONS (a) Notice, Orange County League of Cities - Annual League Conference Breakfast - Tuesday, October 18th in San Diego. Informational (b) Notice, Orange County League of Citias - Executive Meeting for September, 1966 - Informational (c) Certification by Secretary of State - Capistrano Shores Annexation - Informational (d) Letter from Bess Abell, Social Secretary to President and Mrs. Johnson, acknowledging receopt of Resolution forwarded regarding curbside delivery of mail - Informational ORAL COMMUNICATIONS Due to a previous commitment, representatives of Engineering -Science, Inc. were not in attendance to present reports. Will attend next regular meeting. (a) Reports regarding extension of City Trunk Sewer System East of San Juan Creek - A lengthy discussion was held by Councilmen, Dr. Watkins, Mr. Christiansen, City Engineer and Director of Public Works. Dr. Watkins pleaded that time was of the essence. Mayor Durnford asked, with permission of Council, to continue the item to the next regular meeting of September 12, 1966. (b) Land Use Element Map (Darmi Tract) - Mr. Christiansen, engineer for the Darmi tract, called attention to map on bulletin board and stated County Road Depart- ment had made a traffic survey. Results were inconsistent with land use element map, and stated map should be reviewed periodically. (c) Town and Country Homes request for acceptance of public improvements and re- lease of improvement bonds for Tracts 5624 and 5946. City Engineer stated that since improvements had been completed, he recommended acceptance of 9 -G -6G 161 public improvements and exoneration of bonds. However, as other fees had not been paid, Director of Finance recommended that the bonds not be exonerated at this time. Councilman Forster then moved to defer the natter until a later meeting when the City Attorney was in attendance in order to render a legal opinion. Councilman Bathgate seconded and motion carried unanimously. (d) Purchase of automobiles for City - Director of Public Works related that new wholesale blue -book price for vehicle now in use by him was $950.00. Council- man Bathgate moved that Mr. Meadows be authorized to offer $950.00 for vehicle. Motion was seconded by Mayor Durnford and carried unanimously. (e) Retention of Ray Arce in City employ (part-time). Matter deferred to meeting when all Councilmen are present in an Executive Session. (f) Proposed Uniform City Food Sanitation Ordinance offered by Orange County Health Department. Matter deferred for City Attoney's report. (g) Service contract with Building and Safety Department stipulates that City Administrator be designated as official authorized to make requests for special services. Mayor Durnford, seconded by Councilman Bathgate, moved that Ernest A. Thompson, City Administrator, be appointed to so act. Motion carried unanimously. RECOMMENDATIONS AND REPORTS (a) City Administrator, Ernest A. Thompson (1) Received request from Mission Wax Museum to consider offering their parking lot as a municipal parking lot. Council to consider matter. (2) Had an inquiry as to how many officials plan to attend California League of Cities Conference October 16_19 in San Diego. (b) Director of Public Works, T. J. Meadows Has received notice of Association of Engineering Geologists Seminar to be held October 18-21. (c) City Engineer, Jack Y. Kubota (1) Entire sewer system completed in Tracts 4678 and 5125 (Darmi). They requested City consider exoneration of bonds. Mr. Kubota recommended that sewer bonds only be exonerated at this time. Councilman Bathgate, seconded by Councilman Forster, moved that sewer bonds be exonerated. Motion carried unanimously. (2) State Division of Highways has now made a design for interchange at Interstate 5 and Camino Las Ramblas. (3) Met with State Engineers in matter of relocation of sewers along freeway. Highway Department to advertise for bids in January, 1967. (d) Councilman Bathgate (1) No markings to indicate dead-end on Don Juan at Freeway. Director of Public Works to put reflectors at end of street., (2) Asked if there was adequate police protection in the area. At this time, discussion was held as to the reaction of the portable signal set up at the intersection during the Holiday period. Comments were generally favorable. There being no further business, the meeting adjourned at 7:45 PM. 4est A.
