(Tony) Olivares. Wray. The pledge of allegiance was recited. The invocation was given by Mr. Karl The Deputy City Clerk called the roll. Councilmen present: William A. Bathgate, Carl E. Buchheim, Marco F. (Tom) Forster, Antonio M. (Tony) Olivares. Absent: Don Durnford. The minutes of the meeting of August 22, 1966 were accepted as submitted. WRITTEN COMMUNICATIONS (a) Resolution, City of Stanton, recommending and urging the Orange County Board of Supervisors to submit the Orange County Flood Control District bond issue to the vote of the people at the earliest possible date. Informational (b) Letter, Richard T. Turner, Executive Officer, Local Agency Formation Commission, enclosing letter from Secretary of State regarding proposed annexation to the City designated as Capistrano Shores Annexation. Referred to City Attorney for comment. (c) Letter, City of Santa Fe Springs encouraging support of program to assist earthquake victims in the country of Turkey. Sample proclamation attached. Councilman Bathgate offered the Proclamation for adoption. The vote was two to two. (d) Letter, City of Cypress, reference our Ordinance prohibiting the erection of certain structures within the public rights of way and stating their opposition to Postmaster General's ruling. Letter received and filed. (e) Letter, Town and Country Homes, Inc., Subject: Tract Nos. 5624 and 5946, Casitas Capistrano _ Acceptance of Public Improvements and Release of Improve- ment Bonds. In view of the fact that the City Engineer was not in attendance, Councilman Buchheim moved that the matter be held over for Mr. Kubota's recommendation. Councilman Olivares seconded the motion and it carried unanimously. TREASURY DEMANDS The accounts payable September 1, 1966 were presented by Director of Finance P-3 o -b to 158 Harold L. Albert. Councilman Forster moved that Warrant Nos. 2004 through 2056, inclusive, be issued in the total amount of $17,460.76. Councilman Buchheim seconded the motion and it carried unanimously. UNFINISHED BUSINESS (a) Purchase of automobiles. Director of Finance stated letters had gone out requesting bids from various agencies. Councilman Olivares, seconded by Council- man Buchheim, moved to table item until the next regular meeting. (b) Land Use Element Map (Darmi Tract) - Mr. E. L. Christiansen discussed potential growth of the area and stated entire southern path of the city's land zoning _ was rather open. After further discussion, Councilman Bathgate moved to refer the matter to the Planning Commission for their study and review and also to the City Engineer for any problems that may arise engineering -wise. Council- man Forster seconded, and motion carried unanimously. (c) Proposed Uniform City Food Sanitation Ordinance offered by Orange County Health Department. Tabled until next regular meeting. NEW BUSINESS Letter from E. L. Christiansen regarding extension of City trunk sewer system East of San Juan Creek. Mr. Christiansen again took the floor for presentation. Councilman Buchheim, seconded by Councilman Olivares, moved to refer the item to Director of Public Works, City Engineer and City Attorney for recommendation. Motion carried unanimously. Mr. Meadows stated Engineering -Science is to make a report. RECOMMENDATIONS AND REPORTS (a) Director of Public Works, T. J. Meadows (1) Received call from County Water District. They are now in a position to negotiate on County automobile presently used. Recommended City make an offer of $850.00 for the vehicle. Councilman Buchheim, seconded by Council- man Bathgate, moved to grant Mr. Meadows permission to negotiate for the vehicle up to the sum of $900.00. Motinn carried unanimously. (2) Engineering -Science, Inc., will be present at next regular meeting to request that public hearing be set for spreading of assessments in Assess- ment District No. 66-1. They are also to report on extension of trunk sewer system East of San Juan Creek. At this time Dr. Watkins, who was in the audience, made his presentation. ADJOURNMENT Councilman Bathgate, seconded by Councilman Buchheim, moved that the meeting be adjourned. The meeting adjourned at 7:00 PM. Due to Monday, September 5th, being a Legal Holiday, the regular meeting will be held Tuesday, September 6, 1966 at 6:00 PM.
