Minutes of the Meeting of the City Council of San Juan Capistrano
AUGUST 15, 1966
The regular meeting of the City Council was called to order at 6:05 PM by
Mayor Pro Tem Antonio M. (Tony) Olivares.
The pledge of allegiance to the flag has recited. The invocation was given by
City Attorney, John H. Dawson.
The City Clerk called the roll. Councilmen present: William A. Bathgate, Carl
E. Buchheim, Marco F. (Tom) Forster and Antonio M. (Tony) Olivares. Absent: Mayor
Don Durnford.
The minutes of the regular meeting of August 8, 1966 were accepted as corrected.
WRITTEN COMMUNICATIONS
(a) California Legislature - Notice of Interim Committee Study of Alcoholic Beverage
Control - Informational
(b) Public Utilities Commission - Order Instituting Investigation for the purpose
of establishing a priority list of railroad grade crossings of city streets or
county roads most urgently in need or separation or existing separation
structures most urgently in need of alteration. Informational.
ORAL COMMUNICATIONS
Mr. George Kastorff in the audience brought forth discussion regarding street
sweeping.
UNFINISHED BUSINESS
Orange County Health Department - Re: Proposed Uniform City Food Sanitation
Ordinance. City Attorney to report on subject at next regular meeting.
NEW BUSINESS
/6 —/,$-1(a) Resolution of Acceptance of an Easement Document and authorize for Recordation
(Re: Russell). Councilman Bathgate offered a resolution accepting the docu-
ment and authorizing recordation of same. The resolution was passed, approved
and adopted by a unanimous vote.
(b) Retention of Ray B. Arce in the employ of the City (part time). Director of
Public Works, T. J. Meadows, to have a recommendation in the near future.
Councilman Buchheim, seconded by Councilman Forster, moved to continue the
matter until the meeting of September 6th. Motion carried unanimously.
(c) City Administrator stated three bids have been received on one automobile and
one pick-up truck for use by the City. All bids were from Chevrolet agencies.
Councilman Bathgate suggested that bids be obtained from other agencies for
various makes and that the matter be deferred to the next regular meeting.

(a) City Administrator, Ernest A. Thompson
Stated Doss -Watkins annexation had been certified by Secretary of State.
Capistrano Shores Annexation to be submitted to Secretary of State on
August 25th and Airport Annexation to be submitted September 1, 1966.
(t) City Attorney, John H. Dawson
Reported on LAFCO action regarding Capistrano Beach -Dana Point proposed
incorporation. Suggested dismissel of Mandate proceedings as it had served
its purpose.
(c) Director of Public Works, T. J. Meadows
(1) Had a request£rom Bank of America for sewer connection charges.
Recommended charge of $1,050 for total of 9,607 square feet in building.
Councilman Bathgate, seconded by Councilman Buchheim, moved that the
recommendation of Mr. Meadows be upheld. Motion carried unanimously.
(2) Introduced Mr. Joe Feeney and Mr. Bob White of Engineering -Science, Inc.
Mr. Feeney stated his company is in the process of finalizing the assess-
ment spread on Assessment District No. 64-1 and will present report in
the near future. They are also gathering data on proposed Assessment
District No. 66-1.
(3) Met with Dr. Watkins and his engineer preparatory to a public meeting
to be held to discuss the possible formation of another assessment
district. The meeting with various property owners is to be held in
City Hall Council Chambers Wednesday, August 17, 1966 at 7:30 PM.
(4) Treatment plant operating satisfactorily.
(5) Will comment on Orange County sewerage survey in near future.
(d) City Engineer, Jack Y. Kubota
(1) Bank of America moving ahead. Some congestion expected on Camino
Capistrano and Forster Street
(2) Approved sewer extension for drive-in theater.
(3) Lack of barricading on E1 Camino Real due to negligence. Developers
to clean up street problem.
(e) Councilman Bathgate - Commended City Engineer for clearing up barricade
problem on E1 Camino Real.
(,f) Councilman Forster - Commented on condition of streets during storm season in
"Little Hollywood". Council stated that since this was private property, the
only alternative is to acquire easements.
