66-0808_CC_Minutes_Regular Meeting-160 Minutes of the meeting of the City Council of San Juan Capistrano AUGUST 8, 1966 The regular meeting of the City Council was called to order at 6:05 PM by Mayor Don Durnford. The pledge of allegiance to the flag was recited. Invocation was given by City Attorney, John H. Dawson. The City Clerk called the roll. Councilmen present: William A. Bathgate, Carl E. Buchheim, Marco F. (Tom) Forster, Antonio M. (Tony) Olivares and Don Durnford. The minutes of the regular meeting of August 1, 1966, were accepted as submitted. WRITTEN COMMUNICATIONS (a) Notice of Executive Meeting for August, 1966 from Orange County League of Cities. (b) Proposed Resolution opposing the recommendations by the Advisory Commission on Intergovernmental Relations received from Orange County League of Cities. Councilman Bathgate, seconded by Mayor Durnford, moved that the City's representative at the League of Cities Meeting be instructed to vote in favor of this resolution. Motion carried unanimously and was so ordered. (c) Letter from Dr. Ervin L. Watkins regarding proposed formation of 1911 Act Improvement District - Informational (d) City Administrator received second invitation to attend First Anniversary Celebration of Los Pinos Job Coxp Conservation Center. First invitation TREASURER'S REPORT The Treasurer's Report for the month ending July 31, 1966 was presented by City Treasurer, Mrs. Alice Ross. Councilman Bathgate moved that the financial statement for the month of July be filed for audit. Motion was seconded by Council- man Forster and carried unanimously. So ordered. PLANNING COMMISSION MATTERS The City Administrator read memorandum from the Planning Commission on the following items: (a) Commission approval of Amendment No. 2, Master Plan of Streets and High- ways affecting Las Ramblas. City Engineer outlined change. Mayor Durnford set public hearing date for Monday, August 22, 1966 at 6:00 PM. (b) Report on LUV 65-112 (Kolbet). Off-site directional sign on La Calera Street. Variance terminated and sign authorized under Ordinance No. 115. (c) Report on Amendment PD Site Plans, Tract 594.6. Patios approved for second unit of Casitas Capistrano. 15] (d) Report on LUP 66-109 (Spaulding). Permit granted to pursue proposed use prior to completion of access road improvements. NEW BUSINESS Letter from Orange County Health Department regarding Proposed Uniform City Food Sanitation Ordinance - sample ordinance attached. Councilman Buchheim, seconded by Councilman Bathgate, moved that the matter be referred to the City Attorney for study. To be presented for Council consideration within thirty days. RECOMMENDATIONS AND REPORTS (a) City Administrator, Ernest A. Thompson (1) Spoke of reaction regarding LAFCO hearing. Council felt no action of policy necessary at the present time. (2) Presented photograph giving evidence of cutting of sidewalk in public right of way. Feels this work was done without a permit. Referring matter to County Inspector. (b) City Attorney, John H. Dawson Reported on LAFCO hearing and results of Writ of Mandate. He is to carry on as circumstances warrant. (c) Director of Public Works, T. J. Meadows (1) Re: Spreading of Assessments for Assessment District No. 64_1. Stated parcel maps must show dimensions and bearings of each perimeter. Hope- fully, will be able to set public hearing in two weeks. (2) Exposed pipeline in Mission Viejo sewage plant is carrying raw sewage which is being dumped into manhole and pumped over into sewage treat - Ment plant. (3) Plan to set up meeting with Dr. Watkins, City Engineer and Engineering - Science representative this next week regarding proposed assessment district. (4) Sewer pump station at Alipaz and Del Obispo is very unsightly. Has tentative landscaping plan with estimated cost at $150.00. After consideration by Council, Councilman Bathgate moved that Mr. Meadows be authorized to landscape the immediate area. Councilman Buchheim seconded the motion and it carried unanimously. (d) City Engineer, Jack Y. Kubota (1) Met with legal counsel for Mr. Capron, Dr. Watkins and Mr. Bruce Winton regarding airport access road. Mr. Capron's attorney seemed very receptive. Is to report back to Council within two weeks. (2) Brief report on Mission Street railroad crossing. (PUC recommendation for closure) p r -&o (3) Pleased to report that construction of storm channel has begun on Tracts 5733 and 597+. (e) Councilman Bathgate Reported on hazardous condition of El Camino Real at La Zanja. There is a drop-off on pavement section with no barricades. City Engineer to investi- gate. (f) Councilman Buchheim Related a proposal by Congressman Hanna through legislation to appropriate additional finances for upgrading postal service on a standardized basis. After proposing a resolution of endorsement with Congressman Hanna's efforts, Councilman Buchheim offered for adoption such a resolution of endorsement, which was accepted and adopted by unanimous vote. (City Attorney to draft appropriate resolution) The City Clerk is to forward copies of said reso- lution to all members of the Federal Legislature and Mrs. Lady Bird Johnson. (€) Councilman Olivares Reported on trimming of trees without property owners knowledge or consent. Council recommended City Administrator contact property owners before trees are altered, as a matter of policy to maintain good public relations. ADJOURNMENT The meeting adjourned at 7:05 PM.
