66-0801_CC_Minutes_Regular Meeting`;8 P,inutes of the Meeting of the City Council of San Juan Capistrano AUGUST 1, 1966 The regular meeting of the City Council was called to order at 6:04 PM by Mayor Don Durnford. The pledge of allegiance was recited,. The invocation was given by City Administrator, Ernest A. Thompson. The City Clerk called the roll. Councilmen present: William A. Bathgate, Marco F. (Tom) Forster, Antonio M. (Tony) Olivares and Don Durnford. Councilmen absent: Carl E. Buchheim. The minutes of the regular meeting of July 25, 1966, were approved as submitted. WRITTEN COMMUNICATIONS Letter, San Diego Regional Water Quality Control Board, regarding holding of public hearing to consider recommended changes in its policy for ocean waters. UNFINISHED BUSINESS (a) Upon motion of Councilman Bathgate, seconded by Councilman Forster, City Attorney, John H. Dawson, rendered, second reading of proposed ordinance accepting "Airport" Annexation by title only. Councilman Bathgate offered Ordinance No. 124 for adoption. Ordinance No. 124 was then adopted by unanimous vote. (b) City Attorney read in full, second reading of proposed ordinance enacting Amendment No. 2 to Land Use Ordinance No. 115 (Re: Country Land Corp.). Councilman Bathgate offered Ordinance No. 125 for adoption. Ordinance approved and adopted by unanimous vote. NEW BUSINESS City Administrator prepared list of property owners to be assessed on Weed Abatement Program to be conveyed to County Auditor. Mayor Durnford offered a resolution adopting the Weed Abatement Program. Resolution passed, approved and adopted by unanimous vote. RECOMMENDATIONS AND REPORTS (a) City Administrator, Ernest A. Thompson (1) Stated League of Cities meeting set for August 11, 1966. (2) San Juan Capistrano to host League of Cities meeting on September 22, 1966. City Administrator, with assistance of Council, to set up program. (b) City Attorney, John H. Dawson Reported on Writ of Mandate filed with Superior Court this date regarding LAFCO action on Dana Point/Capistrano Beach proposed incorporation. (c) Director of Public Works, T. J. Meadows (1) Reported on status of spreading of assessments for Assessment District No. 64-1. Necessary documents from Title Company have been received and forwarded to Attorney F. Mackenzie Brown. Is hopeful that by next regular meeting a date may be set for a protest hearing for spreading of the assessment. (2) A more comprehensive report on Assessment District No. 66_1 to be forthcoming at next regular meeting. (d) City Engineer, Jack Y. Kubota (1) Re: Alipaz Street Project - Met with representatives of Land Acquisition Service. They are to commence with preparation of documents for acquisition of right of way. (2) Has been studying Gas Tax Program reports with Director of Finance, Harold L. Albert. Through June of 1966, subdivision developers have contributed approximately $258.000 in street improvements to the City. (3) Received a set of preliminary plans for San Diego Freeway widening from Laguna Canyon Freeway to San Clemente. Now in process of reviewing. (e) Mayor Durnford Noticed pipeline at new sewer plant serving Mission Viejo and questioned whether water pipe or pipe for effluent ADJOURNMENT The meeting adjourned at 6:40 PM. T. J.
