66-0620_CC_Minutes_Adjourned Regular Meeting129 Minutes of the Adjourned Regular Meeting of the City Council of San Juan Capistrano JUNE 20, 1966 The meeting was called to order at 7:35 PM by Mayor Don Durnford. The pledge of allegiance was recited. The invocation was given by City Administrator, Ernest A. Thompson. The City Clerk called the roll. Councilmen present: William A. Bathgate, Carl E. Buchheim, Marco F. (Tom) Forster and Don Durnford. Absent: Councilman Antonio M. (Tony) Olivares. NEW BUSINESS (e) Contract Agreement, County of Orange, providing for street maintenance and construction, fiscal year 1966-67. City Administrator recommended that the City enter into subsequent contract for road maintenance, traffic delineation, and storm drain maintenance during storm season. Councilman Bathgate, seconded by Councilman Buchheim, moved that the Contract Agreement with the County of Orange for fiscal year 1966-67 be authorized. Motion carried unanimously. So ordered. (f) Resolution setting salaries for City employees. Councilman Buchheim offered Resolution No. 66-6-20-1 for adoption. Resolution passed, approved and adopted by a majority vote, Mayor Durnford voting "No". (g) Easement Deeds and Parcel Maps (Val Verde). City Attorney stated deeds ready for acceptance. Councilman Bathgate offered a resolution accepting the Ease- ment Deeds on behalf of the City and authorizing recordation. Resolution was passed, approved and adopted by unanimous vote. (h) City Administrator stated he had received format schedule of services and rate of these services by the Orange County Building and Safety Department. The matter was deferred to the next regular meeting for Council study. (i) City Attorney reported on study made regarding salary for Councilmen. Council- man Forster moved that the issue be tabled until further notice. Councilman Buchheim seconded the motion and it carried unanimously. RECOMMENDATIONS AND REPORTS (a) City Administrator, Ernest A. Thompson Received certification of Federal Census conducted in City. Official count was 2,228. There were 340 vacancies. (b) Director of Finance, Harold L. Albert Stated special census cost less than $900. City will gain an additional revenue sum in excess of $5,500. If growth warrants, will have another census taken next year. (c) Director of Public Works, T. J. Meadows this year. (2) Sewer stoppage noted. City should consider purchase of a rodding machine for maintenance. (3) Treatment plant operation coming along well. Very satisfied with Ed Vallavanti as operator. (4) Necessary agreement being prepared for transfer of Waterworks District #4. (5) Mr. Joe Feeney now preparing tentative assessments on AD 66-1 and should have ready for presentation at next meeting. As Engineering -Science, Inc. - was selected as Engineer of Work, City should appoint special counsel. Councilman Buchheim moved that Mr. Fritz Stradling of Rutan and Tucker be appointed as special counsel for proposed Assessment District 66-1. Councilman Forster seconded motion and it carried unanimously. (d) City Engineer, Jack Y. Kubota (1) Mr. Birtcher requested clarification of Council action regarding improve- ment of Forster Street. Council agreeable to applicant's request. 30 necessary documents. ' Reported on Division (1) Weed Abatement Program well under way. Howard Lattimer doing the work this year. (2) Sewer stoppage noted.
