66-0510_CC_Minutes_Adjourned Regular Meetingx1; Minutes of the Adjourned Regular Meeting of the City Council of San Juan Capistrano MAY lo, 1966 The meeting was called to order at 7:30 PM by Mayor Don Durnford. The pledge of allegiance to the flag was recited. The City Clerk called the roll. Councilmen present: William A. Bathgate, Carl E. Buchheim, Marco F. (Tom) Forster, Antonio M. (Tony) Olivares and Don Durnford. The meeting opened with residents from the San Juan Park area in attendance still under the impression that Item No. 18 of the agenda had not been finalized. Discussion again centered on escalation of sewer connection fees. At 8:35 PM, Councilman Bathgate suggested Council proceed to Item No. 19 of the agenda. NEW BUSINESS Bid opening for television reception and transmission system franchise (pro- posed). City Administrator stated that as of 7:30 PM Monday, May 9, 1966, one bid had been submitted; that of the McRae Company, along with a check in the amount of $50.00 deposit. McRae Company also submitted check covering charges for publication of Resolution of Intention. He then recommended that the bid be received. The City Attorney suggested that no action be taken at this time in order for Council to study franchise agreement and bid proposal. Item deferred until the next meeting. RECOMMENDATIONS AND REPORTS (a) City Administrator, Ernest A. Thompson (1) Recommended that it is possible and feasible economically to employ a full-time Director of Public Works at salary range 29, Step 1 ($899-1,107) and full-time laborer position at range 14, Step 2 ($395-489) Councilman Buchheim moved that these positions be filled, and that the position of laborer encompass duties for operation of street sweeper, laborer and interim plant operator. Councilman Bathgate seconded the Johns. Recommends salary of $677 effective May 12, 1966. Councilman Buchheim, seconded by Councilman Forster, moved to uphold recommendation of City Administrator. Motion carried unanimously. (3) Consideration of budget for fiscal year 1966-67. Director of Finance to present rough draft at next regular meeting. (4) Letter received from H. G. Osborne urging adoption of ordinance dealing with industrial waste disposal. Mayor Durnford recommended Council adopt this ordinance. Councilman Buchheim suggested the matter be deferred for study until the next regular meeting. ,r --/o — 4 4 motion and it carried by a 4 to 1 vote, Mayor Durnford voting "No". (2) Merit increase, one step in salary range for Planner -Tech Robert K. Johns. Recommends salary of $677 effective May 12, 1966. Councilman Buchheim, seconded by Councilman Forster, moved to uphold recommendation of City Administrator. Motion carried unanimously. (3) Consideration of budget for fiscal year 1966-67. Will hold for public hearing. (b) City Attorney, John H. Dawson (1) Will look up law regarding signs along freeways. (2) City in position to proceed with Capistrano Shores annexation despite LAFCO ruling. City Attorney to prepare papers and make necessary contacts by next regular meeting. (c) Director of Public Works, T. J. Meadows (1) Reported on problems at plant - raw sewage pumps being corrected. Ed Vallavanti working out very fine. (2) Will be more careful in setting commercial sewer connection fees. (d) City Engineer, Jack Y. Kubota (1) Read memorandum from Director of Finance re: status of funding for State Gas Tax monies, resolutions attached entitled "Resolution ..... adopting budget for expenditure..." and "Resolution ..... adopting and submitting a budget for expenditure...." Councilman Buchheim offered resolutions for adoption. The resolutions were passed, approved and adopted by unanimous vote. Mayor Durnford, seconded by Councilman Bathgate, moved to authorize City Engineer to sign budget proposal. Motion carried unanimously. (2) Due to Council action of May 9, Val Verde busily making necessary corrections. (3) Relocation of power lines on Camino Capistrano nearly completed. Trees being trimmed or removed. (4) Department of Building and Safety should be apprised of procedure for sewer hookups in new developments. Mayor Durnford, seconded by Council- man Buchheim, moved that the City Engineer and Director of Public Works be empowered to instruct County on policy. Motion carried unanimously. (5) Re Alipaz Street. Made several contacts. Should have complete resume of status of right-of-way at next regular meeting. Project should be advertised for bids before June 30th. (6) No new word regarding State Highway widening program. (7) Prepared sketches for review of ideas for old sewer plant for yard headquarters. (8) Two approval of plans - new concrete curb for Mission Taco and new sidewalk to edge of Standard station. (9) Casitas Capistrano completed underground storm drain. 4--/0-64 119 (e) Councilman Forster Again suggested daytime meetings. Suggested cutting down time by holding weekly meetings. (f) Councilman Bathgate (1) Recommended a study session on sewer connection fees to come up with more definite formula for commercial connection fees. This to be combined with budget sessions. (2) Received some criticism from those who wish to appear on agenda and have not received verification. Mayor Durnford suggested copy of agenda be sent to each interested party on Friday before meeting. (g) Councilman Buchheim (1) Recommended Council consider meeting weekly on Mondays at 5:00 PM until the hour of 9:00 PM. (2) Again spoke of policing of Ortega Highway. (h) Councilman Olivares Val Verde truck with sign on San Juan Crrek Road at bridge creating visibility hazard. (i) Mayor Durnford (1) Questioned City Attorney as to problem of catering trucks parking on public streets. City Attorney to present draft of ordinance to control situation. (2) Councilman Forster should have an appointment for Planning Commissioner. ADJOURNMENT The meeting adjourned at 10:40 PM. Ern t A.
