66-0502_CC_Minutes_Adjourned Regular MeetingMinutes of the Adjourned Regular Meeting of the City Council of San Juan Capistrano MAY 2, 1966 The meeting was called to order at 7:35 PM by Mayor Pro -Tem Antonio M. Olivares. The pledge of allegiance to the flag was recited. The City Clerk called the roll. Councilmen present were: William A. Bathgate, Carl E. Buchheim, Marco F. (Tom) Forster, Antonio M. (Tony) Olivares and Don Durnford. Item No. 21 of the agenda, regarding amended agreement for auditing services by Diehl, Evans and Company was considered. The City Administrator related that for the past three years an allocation of a sum total of $1,200 had been entered in the budgets therefore, that it was appropriate that a recommendation of approval be considered. The next item of business for consideration was that of a Memordndum and report of the Director of Finance regarding the consideration of the present employee comple- ment salary survey. The City Clerk read the report in total. Mr. Harold L. Albert, Director of Finance, related the facts of Exhibit #1 attached to his report. During the discussion of some of these facts, there was an atmosphere and state- ments rendered connected to personalities of some of the employees of the City. The City Administrator made a recommendation that if the Council wished to discuss the merits of persons employed by the City, it would be recommended that the City Council go into an Executive Session. However, if the consideration was only to the regard of salary for a particular position, it would not be necessarily so to go into an Executive Session. Upon motion of Councilman Bathgate, duly seconded by Councilman Forster, the City Council voted to go into Executive Session (8:10 PM). While in Executive Session, further expansion on the specific items as outlined was discussed. Councilman Buchheim suggested that a possible new employee be recruited to fulfill these duties: (a) street sweeper operator; (b) laborer; and (c) interim relief treatment plant operator. T. J. Meadows, Director of Public Works, injected a statement at this time relating his adverse situation of being employed both for Orange County Waterworks District #4 and the City of San Juan Capistrano, and expressed a desire to become a full-time Director of Public Works employed by the City of San Juan Capistrano. Basically, he recognized the economic factors and the scope of duties were not of firm commitment in order to fully make a determination at this time. Mayor Durnford, seconded by Councilman Bathgate, moved that the City Administrator and the Director of Finance review the possibility of complying with Mr. Meadow's request and to report later as to their findings and recommendations. So ordered. In view of no firm determination with regard to the approval for accounting services performed by Diehl, Evans and Company, the City Administrator requested the . � 3 appropriate authorization for the Mayor and City Clerk to execute the new agreement providing for auditing services, not to exceed $7$0 per annum. The motion was duly seconded by Councilman Bathgate and was so ordered. In conclusion, the City Council instructed the Director of Finance, Harold L. Albert, to project the schedule of salaries as recommended, to be effective July 1, 1966, except for those positions of Director of Public Works and laborer, in view of the forthcoming review and recommendations by staff.
