95-0708_CC_Minutes_Adjourned Regular MeetingY Minutes of the Regular Adjourned Meeting of the City Council of San Juan Capistrmo JULY 8, 1965 The meeting was called to order by Mayor Don Durnford at 7:35 P.M. The pledge of allegiance was recited. Councilmen present were: William A. Bathgate, Carl Buchheim, Edward S. Chermak, Antonio M. (Tony)Olivares and Don Durnford. Also in attendance was the Director of Public Works, T. J. Meadows., (1) The matter of appropriate seating of staff members during their attendance at regular and adjourned council meetings was presented by Mayor Don Durnford for consideration of members of the Council. Discussion followed as to the most feasible location and proper furniture to accommodate these staff members. Upon conclusion of the discussion, Councilman Chermak made a motion to authorize the City Administrator to review and report a recommendation of the most feasible way of accomplishing this situation. The motion was seconded by Council- man Buchheim and passed by a unanimous vote. So ordered. (2) Proposed budget - 1965-66 (a) Municipal sewer maintenance and operation. Due to the absence of the Director of Public Works, T. J. Meadows, at previous meetings, with regard to the proposed budget, the City Council entered into those items listed in the budget draft, and also discussed the possibility and the feasibility for employing a plant operator. The discussion entered into such areas relative to recruitment, salary, instruction and the employment of Engineering Science, Inc. as an agent for smooth transition for the operation of the new facilities now being constructed. "Ten Minute Recess"........... (b) With considerable review and deliberation, Councilman Chermak offered the appripriate resolution setting forth a $0.95 per $100.00 assessed valuation to provide necessary revenue for municipal operation, and $0.35 per $100.00 assessed valuation to provide the necessary funds for redemption of general obligation bonds service due in the ensuing fiscal year. The resolution was passed, approved and adopted by a unanimous vote. (3) Deputy Business License Collector - In view of only one application being submitted for the part-time position of Deputy Business License Collector, members of the City Council felt it appropriate to request the local newspaper to provide a news release informing the local populace that the City Council is still receiving applications for this position. (4) Setting of Public Hearing to Rezone. r Based upon the recommendation of the Planning Commission's action with `yr 2 regard to the approval of Tentative Tract Map #5975 (Kolbet), it is necessary the City Council set a public hearing in accordance with the provisions of the State Planning Code for the rezone of that certain property contained in TentAtive Tract #59759 from the existing U1 "Unclassified District" to R1 "Single Family Dwelling", and R3 "Multiple Family Dwelling" districts as set forth in said recommendation. Mayor Durnford set public hearing for Monday, July 26, 1965 at 7:30 P.M. (5) Use and occupancy in Casitas Capistrano Tract - Councilman Chermak related that some waiver od conditions for completion of the aforementioned development to the degree that it is anticipated there will be "Use and Occupancy Certificates" issued without regard to final com- pletion of improvements upon public rights-of-way, including the necessary grading, concrete curbs and gutters, driveway approaches and approved street paving section. There was an attitude of concern; however, the Council felt some discretion and tolerance should be applied in recognition of the Operating Engineer's strike being so lengthy, with no projection for final decision in the immediate future. Not only the members of the City Council will review this matter, but the City Administrator is instructed to inquire as to what basis of authority is being applied in order to justify the purported wait.
