71-0118_CC_Minutes_Adjourned Regular Meeting405 ADJOURNED REGULAR MEETING - CITY COUNCIL CITY OF SAN JUAN CAPISTRANO January 18, 1971 Meeting called to Order: 7:05 P.M. All Councilmen were present: Bathgate, Chermak, Gammell, Thorpe and Forster. Hearing Consideration of an appeal by Mrs. Zaenglein with respect to a Build- ing Department determination of condemnation. The Mayor declared the Hearing opened and gave brief presentation into the background for the appeal. Mr. Zaenglein then addressed the Council and requested them to postpone any action until arrangements are made to relocate the people. Mr. Reid then requested the Council to give the people living in the subject area a one year moratorium before they have to move. He discounted different points in the violations specified by the Orange County Building Department. Evelyn Villegas, John Prado, Rita Nieblas and Irene Pederson also spoke to the Council to request more time be given the people for relocating. Mr. Nelson of the O.C. Building Department explained the investigation to the point of showing photographs of the electrical and plumbing inequities. Mr. Hanson of the O.C. Health Department backed up the statements of Mr. Nelson. Hearing was then declared closed. Council consensus after much discussion from members of the Council and the audience was made in the form of a motion by Councilman Chermak to have the Orange County Building Department act as agent for the City and a stay of 90 days be imposed before action is caused to have the four items required in the letter dated December 23, 1970 to be complied with. Councilman Thorpe seconded the motion and it carried unanimously. Qualification of intent was that this will afford the property owner time to demolish the buildings as relocation takes place or within a 90 -day period. If vacating and compliance with demolition has not been accomplished at the end of the 90 -day period, JAN 181971 4w G the Building Department shall cause the necessary action to remove the structures. Councilman Thorpe was appointed by the Mayor to get together with staff to investigate the possibility of assistance for housing by government agencies. Adjournment The meeting adjourned at 8:58 P.M.
