70-0122_CC_Minutes_Special MeetingJANUARY 22, 1970 MINUTES OF THE MEETING OF THE CITY COUNCIL OF SAN JUAN CAPISTRANO The special meeting was called to order by Mayor Edward S. Chermak at 6:38 P.M. Pledge of allegiance was recited and the invocation was given by the City Administrator, Ernest A. Thompson. The clerk called the roll. Councilmen present were: William A. Bathgate, Don Durnford, Thomas A.(Tony) Forster and Edward S. Chermak. Item No. 1: Mayor Chermak proposed the scheduling of an annual dinner for city employees to be an expression of appreciation. Discussion followed. Councilman Bathgate made a motion, duly seconded by Councilman Durnford to authorize a warrant for payment of $5.94 per reservation at the "annual employees' appreciation dinner". Motion carried unanimously. Councilman Olivares arrived at 6:50 P.M. Item No. 2: Proposed award of contract for temporary City Hall facilities. Mr. Arthur Lavagnino had submitted a letter of review and recommendation to the City Council, containing some cost factors and contingencies pro- jected by alternative provisions. Discussion became lengthy, to the end that waivers and discrepancies in bidding were debated. Legal opinion was made verbally by the City Attorney, John H. Dawson. Councilman Forster also inquired about the access easement status. In view of many aspects unanswered, the Mayor deferred further consideration to the next regular meeting of the City Council to be held Monday, January 26, 1970. The meeting recessed for ten (10) minutes. Item No. 3: Establishment of Orange County Waterworks District No. 4 as a subsidiary district of the City of San Juan JAN 2 2 1970 222 Capistrano. Special legal counsel, Mr. Jim Okazaki, presented a resolution format relating "orderly growth and/or annexation" for the area. Councilman Bathgate offered the resolution, Resolution No. 70-1-22-1, for adoption. The resolution was accepted and passed by unanimous vote of the City Council. Then, Mr. Jim Okazaki reiterated the sequence of events that brings the matter to a public hearing before the Local Agency Formation Commission on Wednesday, January 28, 1970 at 2:00 P.M. A discussion of a format for presenting testimony by various interested property owners and representatives of the City followed. The meeting adjourned at 9:16 P.M. Respectfu�ly submiXod, E est A.
