69-1120_CC_Minutes_Special Meeting193 NOVEMBER 20, 1969 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL SAN JUAN CAPISTRANO The Special Meeting of the City Council was called to order at 6:35 P.M. Due to the lengthy meeting of the City Hall Building Committee on Tuesday, November 18th, 1969, the Mayor called this special session of the City Council so that publication in the local newspaper inviting sealed proposals can be accomplished and bids can be in by December 22, 1969. .Jc / Councilman Bathgate explained the modification of the extent of paving is due to several obstacles to be removed, such as the old sludge bed. Suggestion was also made to have oil base or crush base at the wash stand so as to prevent a mud rack area. Also, the concrete curb has been eliminated and replaced with redwood edging. Other points discussed were as follows: (1) Since there is quite a distance involved for gas service to the property, electric type space heaters were suggested. The possibility of an alternate bid on air-conditioning and heating or an alternate bid with contract for gas heating was also brought up. (2) It was noted that landscaping was not included in the specs. (3) Councilman Forster stated the City will still be in pursuit of a permanent Civic Center site, although it is anticipated that it will be a minimum of 5 years that the combined use facility will be used. (4) Mr. Lavagnino to be contacted re: the 231 free area be used for a marker depicting monument when the City was incorporated, flagpole, etc. (5) Lighting in the yard is to be attached to the building, actuated by a light sensitive unit. (6) Mr. John Dawson, City Attorney, to be contacted to investigate the easement which was granted for the treatment plant site and if it is still applicable for public use. (7) A header to be placed where the blacktop ends on the south side of the property. (8) Clean out the bamboo area. Also, Councilman Durnford stated that the site improvement should also include getting rid of the concrete and trickling filter and the original inceptor tank. (9) Compaction tests - samples have been taken to determine stress of how much can be handled. (10) Drainage discussed at length - also discussion of berm with the Flood Control District. //- --a -QaI 194 �1'1 E (11) Possibly negotiate with the State for the stockpile of dirt they have adjacent to the city's property - for fill. (12) Contract for leveling and clean up. Councilman Forster moved by offering a resolution to have the City Clerk advertise for bids, as well as the change orders, carried by unanimous vote.
