Minutes of the Adjourned Regular Meeting of the City Council of
the City of San Juan Capistrano
OCTOBER 30, 1968
The meeting was called to order at 7:00 PM by Mayor Edward S.
Chermak.
The pledge of allegiance to the flag was recited. Invocation was
given by the City Administrator.
The City Clerk called the roll. Councilman present: William A.
Bathgate, Don Durnford, Thomas A. (Tony) Forster, Antonio M. (Tony)
Olivares and Edward S. Chermak. Absent: None.
(a)
This being the time and place fixed for the opening of bids
for $500,000 bonds of the City of San Juan Capistrano, California,
designated "City of San Juan Capistrano 1964 Sewer Bonds, Series
B", the following bids received pursuant to the notice of sale
were publicly opened, examined and read:
SECURITY PACIFIC NATIONAL BANK bid par, accrued interest
to date of delivery, and a premium of $726.00 for bonds bearing
interest payable annually the first year and semiannually there-
after at the rates of:

of delivery, and a premium of $35.00 for bonds bearing interest
payable annually the first year and semiannually thereafter at
the rates of:

Each bid was accompanied by a good faith check in an amount
not less than $5,000.
All bids were then referred to Bartle Wells Associates,
Financing Consultants, for checking and computation, and a report
thereon was given to the Council.
The consultant appointed to check and compute the binds on the
bonds for which bids were opened previously during this meeting
reported that the bid of UNITED CALIFORNIA'BANK is the bid yield-
ing the lowest net interest cost:
After considering the various bids and the report thereon,
it was moved by Councilman Durnford and seconded by Councilman
Bathgate that Resolution No. 68-10-30-1 entitled "RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA,
AWARDING $500,000 BONDS OF SAID CITY TO THE BEST BIDDER AND
REJECTING ALL OTHER BIDS," be adopted.
Upon the following vote:
AYES: COUNCILMEN: Forster, Bathgate, Durnford,
Olivares and Chermak
NOES: COUNCILMEN: None
ABSENT: COUNCILMEN: None
said Resolution No. 68-10-30-1 was declared adopted.
(b) Director of Public Works, T. J. Meadows, gave a report con-
cerning the removal of the existing sewer pump station at the
Northwest corner of Del Obispo Street and Alipaz Street by con-
struction of a sewer connection providing for gravity flow.
The estimated cost was projected at $2,000.00 and thereupon
Mr. Meadows requested authorization to negotiate a contract for
said work.
Jack Y. Kubota, City Engineer, displayed engineered drawings
depicting the proposed connection of facilities. Discussion
followed.

Councilman Bathgate made a motion, duly seconded by Council-
man Durnford, to authorize the Director of Public Works to
negotiate a contract based upon the projected cost estimates.
The motion was approved unanimously.
(c) Mr. Meadows, as a second item, related the matter of neces-
sity for bridge inspection of those structures within the City.
He stated the money had been alloted by budget entry in an amount
of $500.00. The inspection would cover the following bridges:
(1) Camino Capistrano, at Trabuco Creek; (2) Camino Capistrano
at San Juan Creek; (3) Del Obispo Street at Trabuco Creek; and
(4) Ganago Road at San Juan Creek. A provisional contingent con-
sideration with the inspection of the bridge on Camino Capistrano
at San Juan Creek will be to determine the feasibility of remov-
ing the existing concrete guardrail and placing aluminum or
steel tubular railing to promote better visibility.
On motion by Councilman Forster, duly seconded by Council-
man Durnford, the Director of Public Works was authorized to
engage an appropriate engineer to make the inspection and report.
Motion carried unanimously.
(d) Jack Y. Kubota reported on the following:
1. Drainage fee program, being coordinated with Orange County
Flood Control District.
2. Planning Commission hearing on the Land Use Permit appli-
cation of Owens-Illinois Glass Company. (Wednesday, Nov. 6,
1968 - 2:00 PM)
3. Del Obispo Street summary report correction.
4. Del Obispo Street extension statement of billing submitted
and being reviewed for payment.
5. Continuous "left turn" pocket lane striping on Del Obispo
extension. The City Administrator was authorized and directed
to provide public information orientation on the proper use
of this delineation on Del Obispo Street extension.
6. Reported the attendance at the Orange County Planning Com-
mission hearing re: Honsberger property mobilehome park
application, relating that the matter had been continued to
Wednesday, November 13, 1968 at 1:30 PM.
There being no further business, the meeting adjourned at 8:23 PM.
