SAN JUAN CAPISTRANO CITY COUNCIL
EXECUTIVE SESSION MEETING
Mayor Farias called the January 16, 2024, Regular Executive Session meeting of the
City Council to order at 3:30 p.m., in the City Council Chamber.
ROLL CALL
COUNCIL MEMBERS IN ATTENDANCE: Mayor Sergio Farias, Mayor Pro Tem Troy
Bourne, and Council Members Howard Hart, John Taylor, and John Campbell.
COUNCIL MEMBERS ABSENT: None.
ORAL COMMUNICATIONS/CORRESPONDENCE/PUBLIC COMMENT ON EXECUTIVE
SESSION ITEMS: None.
EXECUTIVE SESSION (610.85)
An Executive Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.8, the City Council met with its
Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger,
City Attorney) concerning the price and terms of payment concerning certain real
property located at the northeast corner of La Novia Avenue and San Juan Creek
Road, APNs 666-013-03, 04, and 06 and 666-042-10 and 11. Negotiating party:
The Ecology Center.
b. Pursuant to Government Code section 54957.6, the City Council conferred with its
labor negotiators (Benjamin Siegel, City Manager, and Shelly Velez, Human
Resources Manager) as to the memoranda of understanding with represented
employees, including salaries and fringe benefits. The affected bargaining units
are San Juan Capistrano Classified Employees Association and San Juan
Capistrano Management and Professional Employees Association.
c. Pursuant to Government Code Section 54956.9 (a), (d)(2), the City Council
conferred with Legal Counsel to discuss anticipated litigation – significant
exposure to litigation (2 Items)
d. Pursuant to Government Code Section 54956.9(d) (4), the City Council conferred
with Legal Counsel to discuss initiation of litigation (2 items).
ANNOUNCEMENT OF EXECUTIVE SESSION ACTIONS: None.

ADJOURNMENT:
There being no further business, Mayor Farias adjourned the meeting to Tuesday,
January 16, 2024, at 5:00 p.m. for a Public Business Session, in the City Council
Chamber at the Nydegger Building – 31421 La Matanza Street.
