SAN JUAN CAPISTRANO CITY COUNCIL
EXECUTIVE SESSION AND TELECONFERENCE MEETING
Mayor Farias called the April 2, 2024, Special Executive Session meeting of the
City Council to order at 3:30 p.m., in the City Council Chamber.
ROLL CALL
COUNCIL MEMBERS IN ATTENDANCE: Mayor Sergio Farias, Mayor Pro Tem Troy
Bourne (arrived after commencement), and Council Members Howard Hart (arrived after
commencement), John Taylor (attending by teleconference) and John Campbell.
COUNCIL MEMBERS ABSENT: None.
MEETING DEDICATION: Mayor Farias dedicated the meeting in memory of Matt
Gaffney, lifelong resident, Navy veteran, community volunteer and Planning
Commissioner.
ORAL COMMUNICATIONS/CORRESPONDENCE/PUBLIC COMMENT ON
EXECUTIVE SESSION ITEMS: Paul McMillen, Engie North America.
EXECUTIVE SESSION (610.85)
An Executive Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.9(d) (4), the City Council conferred
with Legal Counsel to discuss initiation of litigation (3 items).
b. Pursuant to Government Code Section 54956.9(d) (4), the City Council
postponed discussion with Legal Counsel regarding initiation of litigation to a
future date (1 item).
ANNOUNCEMENT OF EXECUTIVE SESSION ACTIONS: Mayor Farias recused
himself from one of the items under A due to proximity to his residence.
ADJOURNMENT:
There being no further business, Mayor Farias adjourned the meeting to Tuesday,
April 2, 2024, at 5:00 p.m. for a Public Business Session, in the City Council Chamber at
the Nydegger Building – 31421 La Matanza Street.
