73-0806_CC_Minutes_Regular MeetingAUGUST 6, 1973 REGULAR MEETING -CITY COUNCIL -CITY OF SAN JUAN CAPISTRANO A regular meeting of the City Council was called to order at 7:00 p.m. by Mayor Byrnes. The Pledge of Allegiance was recited. Invocation was given by Mayor Pro Tem James K. Weathers. Roll Call: Councilmen present: Roy L. Byrnes, Edward S. Chermak, Josh Gammell, James F. Thorpe, James K. Weathers Councilmen absent: None Ex officio: Andersen, Kubota, Madsen, Murphy, O'Sullivan, Smith, Weidner, Welputt Approval of Minutes of July 23, 1973. There being no additions or corrections, the foregoing minutes were approved as written. Moved by Councilman Gammell, seconded by Councilman Thorpe, and unanimously carried, to have all ordinances and resolutions for this meeting read by title only. SPECIAL PRESENTATION 1. Postal Service Mail Delivery Regulations. Mr. Hector G. Godinez, Sectional Center Manager of the Santa Ana Postal Facility, addressed the Council and explained the proposal for curb -side mail boxes now being instituted throughout the County. He stated it is important that cities become aware of the relative costs in delivering mail to the curb in relation to the delivery of mail to a house with more than 30 feet setback or a lot that is more than 50 feet in width. Their costs increase by an average of 308 with house delivery. Following discussion it was moved by Councilman Chermak, seconded by Mayor Byrnes, and unanimously carried, to adopt Resolution No. 73-8-6-1, protesting the 30 x 50 foot lot size requirement for curb -side mail delivery, and requesting that implementation of same be withheld until a more meaningful and understanding arrangement can be made between the City planning staff and the postal authorities. Attorney Welputt read the foregoing resolution by title only. PUBLIC HEARINGS - NONE BIDS, CONTRACTS, AGREEMENTS 1. Amended Contract with Orange County regarding Building and Safety Services.
