SPECIAL MEETING -CITY COUNCIL -CITY OF SAN JUAN CAPISTRANO
The special meeting of the City Council was called to order at
6:35 p.m. by Mayor James F. Thorpe.
The Pledge of Allegiance was recited.

DISCUSSION OF
ITION AND
PRIMA
Mr. Ted McConville of the County Road Department addressed the
Council and discussed the proposed four possible access points to the
site, indicating their department would like the Council's expression
in this regard. He stated that $50,000 has been budgeted in the 1973-74
fiscal year for a study of the entire project which will also include
a recreational plan. It is their desire to design the disposal site
and recreational facilities at the same time, hopefully by July 1974.
He further stated that the City will definitely have an input and
be involved in the planning of the entire project, and he will work with
the City Manager in forming an advisory committee to work with the con-
sultants making the study.
Mr. McConville also discussed the Coastal Transportation Study
presently underway and requested Council support same.
No official action was taken at this time.
REVIEW OF GRADING MODIFICATIONS FOR EL NIDO MOBILE HOME PARK.
City Manager stated that he and the Director of Public
Works and the City Engineer have reviewed the originaland current
grading plans in connection with a recent modification approved by staff.
Mr. Marquist of Church Engineering, representing Mr. & Mrs. Ken
Hawkins, displayed the grading plan approved by the County in April, 1972
and described the recent changes. He stated that the original LUP was
for 164 spaces but due to revision is now 156.
City Engineer Kubota stated the City has on file the two precise
plans approved by the Planning Department if the Council wished to review.

PROPOSAL FOR ALLOCATION OF LAS RAMBLAS INTERCHANGE COSTS
City Manager stated that further stud;, is being given to
this matter by the City Engineer and the City Attorney as to legal analysis
and it is hopeful that new additional information will be presented at
the Council meeting March 12.

NOTICE IS HEREBY GIVEN that a special meeting of the City
Council of the City of San Juan Capistrano will be held Wednesday,
March 7, 1973, at 6:30 p.m. in the Council Chambers of City Hall,
32400 Paseo Adelanto.
The purpose of said meeting is to discuss:
1) County acquisition and development plans for
Prima Deshecha Canada disposal site.

Mr. Weidner presented a letter from Morris Misbin, stating his
position in behalf of Mrs. Holmes, Darmi Inc., and Marina View Heights
Development Co. and summarizing pertinent facts.
No action was taken on the foregoing.
CONTINUED DISCUSSION OF GRADING MODIFICATIONS FOR EL NIDO MOBILE
HOME PARK.
The original and subsequent precise plan referred to earlier
in the meeting were displayed and discussed.
City Engineer Kubota outlined the County's grading program and
the procedures followed prior to issuance of a grading permit.
Following discussion it was moved by Councilman Byrnes that
a resolution be adopted stating:
1) that this Council finds a significant deviation from
the original grading plan filed April, 1972,
2) that supplemental grading cease and desist immediately,
and
3) that approval be referred to the Environmental Board of
Review for evaluation and exploration of alternatives.
The foregoing motion died for lack of a second.
Moved by Councilman Chermak, seconded by Councilman Byrnes, and
unanimously carried, that prior to issuance of a use and occupancy
permit, Council review and approve the entire development, including
proposed landscape plans, and further, that in recognizing said modi-
fications to the grading permit, this Council places responsibility
on the developer to obtain Council approval for finished grading, land-
scaping, drainage and sloping of the entire project including the area
contained in the grading amendment granted clearance in City Engineer's
letter of February 22, 1973.
The City Attorney suggested that developer meet with the
Planning staff and review the conditions under this land use permit.
Mayor Thorpe adjourned the meeting to a personnel session at
9:55 p.m. and the meeting reconvened at 10:02 p.m. and adjourned
immediately.
