ADJOURNED REGULAR MEETING -CITY COUNCIL -CITY OF SAN JUAN CAPISTRANO
The adjourned regular meeting of the City Council was called to
order at 7:00 p.m. by Mayor James F. Thorpe.
The Pledge of Allegiance was recited. Invocation was given by
T. J. Meadows, Director of Public Works.
Roll Call: Councilmen Present: Edward S. Chermak, Josh Gammell,
James K. Weathers, and James
F. Thorpe.
Councilmen Absent: Roy L. Byrnes
CONSENT CALENDAR MATTERS - NONE
PUBLIC HEARINGS - NONE
BIDS, CONTRACTS, AGREEMENTS
1. Review of Planning Consultant Proposals.
The foregoing matter was deferred to personnel session later
in the meeting.
ORDINANCES, RESOLUTIONS - NONE
SUBDIVISIONS, ANNEXATIONS - NONE
COMMUNICATIONS - (Written)
1. Parent Teacher's League - Requesting permission for parade
on Saturday, October 28.
Moved by Councilman Chermak, seconded by Councilman Gammell, and
unanimously carried, to grant permission for a one-way parade from San
Juan Elementary School to mini -park on Camino Capistrano, with the
condition that the Parent Teacher's League provide adequate Sheriff
policing and traffic control, and further, that the Department of Public
Works supply and place the necessary barricades.
ADMINISTRATIVE
1. Resubmittal of Employee Tuition Reimbursement Policy.
City Manager outlined proposed revision in policy relating to
one year pay -back period and recommended its approval.
Moved by Councilman Gammell, seconded by Councilman Weathers,
and unanimously carried, to adopt the foregoing policy as presented.
Signs.
2. Report on Costs for Special City Emblems - Bicycle Trail
City Manager explained the proposal, stating that signs for
official bicycle trail on Del Obispo will be approximately $700.00.

Moved by Councilman Weathers, seconded by Councilman Gammell, and
carried, to accept the foregoing recommendation providing cost does not
exceed amount stated in report of City Manager. Councilman Chermak
voted no.
PARKS & RECREATION MATTERS
1. Report regarding Absentee Members.
It was recommended by the Commission that the City Council ask
for the resignation of Commissioners Boucher and Leon in view of their
continued absence from meetings.
Moved by Councilman Chermak, seconded by Councilman Weathers, and
unanimously carried, to approve the foregoing recommendation.
PLANNING COMMISSION MATTERS
1. Proposed Guidelines relating to Environmental Impact State-
ments. City Manager presented proposed guidelines from the City
Attorney's office, League of California Cities, Orange County, and
various other cities for Council's consideration.
Mr. Jim Barg addressed the Council and briefly discussed the
County's present procedure in handling this matter.
Councilman Byrnes entered the meeting at 8:00 p.m.
Following discussion it was the consensus of the Council, that
as an alternative measure, the City adopt Orange County's procedure and
criteria for the requirement of environmental impact statements, and all
environmental impact statements required by County criteria be referred
to the City Council for final evaluation.
Moved by Councilman Weathers, seconded by Councilman Byrnes, and
unanimously carried, to adopt Resolution No. 72-10-16-1, Establishing
Interim Procedures and Guidelines Relating to Environmental Impact
Statements.
Attorney Okazaki read the foregoing resolution by title only.
COMMITTEE REPORTS.- NONE
WARRANTS - NONE
COUNCIL REMARKS
1. Mayor Thorpe announced that on Monday, October 30th at
7:30 p.m. in the Costa Mesa Council Chambers, there will be a meeting
of all Supervisors, Mayors and Councilmen in the County to discuss the
proposed Orange County Intergovernmental Coordinating Council.

2. Councilman Weathers requested copies of franchise ordinances
and/or agreements with Truman Smith Disposal and Storer Cable Television.
3. Councilman Weathers commented on the location of the gas
pumps at the Fire Station on LaMatanza and requested staff communicate
with the proper authorities to discuss possible landscape screening.
The Council adjourned to a personnel session at 8:33 p.m.
The Council reconvened at 9:55 p.m. and adjourned to Tuesday,
October 24, 1972 at 7:00 p.m. Meeting adjourned at 9:56 p.m.
