SPECIAL MEETING -CITY COUNCIL -CITY OF SAN JUAN CAPISTRANO
A special meeting of the City Council to provide an informal
public hearing on the proposed 1972-73 fiscal year budget was held in
the Council Chambers of City Hall and called to order by Mayor Thorpe
at 7:02 p.m.
The Pledge of Allegiance was recited. Invocation was given
by T. J. Meadows, Director of Public Works.
Roll Call: Councilmen Present: Chermak, Gammell, Thorpe,
Weathers
Councilmen Absent: Byrnes
There being no corrections, the unofficial minutes of budget
study session held July 28, 1972, were approved as written.
PUBLIC HEARING
1. Proposed 1972-73 Fiscal Year Budget.
Mayor Thorpe declared the public hearing open and requested
anyone wishing to address the Council to please come forward.
Mr. William Hicks, 27876 Calle San Remo, indicated he felt
that capital improvements should receive priority over a department
of public safety.
Mayor Thorpe explained that staff has submitted a priority
list of the needs of the Public Works Department, and, as appropriate
revenues become available they will be used for such projects.
Mr. John O'Malley, representing San Juan Capistrano City
Employees Association, questioned if the budget provided an item for
salary increases for City employees.
Mayor Thorpe replied in the negative, explaining that current
negotiations would continue with Council's decision on this matter to
be forthcoming in the near future.
Mr.Douglas Walton, resident, and Dr. John D. Pollak, M.D.,
discussed proposed expenditures and anticipated revenues.
Mr. Jack Cobb, Avenida Los Cerritos, asked if the proposed
police department is defeated at the August 22nd election whether a,
department of public safety would remain in the budget.
Mayor Thorpe stated that the public safety function will
continue and may have an increased work load due to coordinating many
functions with the County which the City had hoped to incorporate
into its own department.
Mrs. Rose Corrigan stated she would like made available to
the public the cost breakdown for proposed police department.
Mrs. Jean Doctor, new resident, stated she felt that the news
media was misinforming the public with regard to the proposed police
department.
Mayor Thorpe stated that final adoption of the budget will be
considered on August 28th, following the special election.

Mrs. Pat Toner, President of San Juan Capistrano Chamber of
Commerce, announced there would be a town meeting on August 10 at
7:00 p.m., San Juan Capistrano Elementary School, to discuss the
ballot measures for the forthcoming election and urged the public
to attend.
Mayor Thorpe stated the public hearing would be continued
to August 14, the next regular Council meeting.
The meeting adjourned at 8:30 p.m.
