72-0119_CC_Minutes_Adjourned Regular Meeting126 January 19, 1972 ADJOURNED REGULAR MEETING - CITY COUNCIL - CITY OF SAN JUAN CAPISTRANO The adjourned regular meeting of the City Council was called to order at 6:40 PM by Mayor Forster. The pledge of allegiance was recited. Invocation was given by Mr. T. J. Meadows. In attendance were: Councilmen William A. Bathgate, Edward S. Chermak, Josh Gammell, James F. Thorpe and Thomas A. Forster. Mayor Forster opened the meeting by stating that the first item of business would be a discussion on the recommendations of a complete personnel system study performed by Cooperative Personnel Services, an agency of the California State Personnel Board. — City Manager asked that Council first turn to the Classification and Salary Survey and then introduced Mr. John Harper of Cooperative Personnel Services, who compiled and furnished this report, as well as the proposed Personnel Ordinance and Resolution for rules and regulations. Discussion followed. Council concurred that if recommended salary adjustments were put into effect at this time, it would be a help in planning the next fiscal budget. Councilman Thorpe, seconded by Councilman Gammell, moved for adoption of a resolution approving recommendations set forth in the study, as follows: 1. That a revised salary schedule be adopted. 2. That the general revisions to the classification and salary plan be adopted, as depicted by a schematic list and class - salary relationahip chart. 3. That the position allocation list be adopted in which each position is assigned to a particular class. 4. That class specifications developed for all classes be adopted. Resolution No. 72-1-19-1 passed, approved and adopted by unanimous vote. The proposed Personnel Ordinance and Rules and Regulations were then discussed. Mayor Forster stated he was not prepared to make a decision relative to the adoption of this ordinance. The Director of Public Works stated Water Board awaiting presentation to Council from Mr. Harper before they take action on their personnel system. Programmed Budgeting Mayor Forster asked that this item be brought back on the next agenda for discussion. Rancho Capistrano Planned Community The above topic was discussed. Council concurred that prior to a City spokesman appearing at the Board of Supervisors' meeting, Council should meet with the developers to discuss alternate methods of develop- ment including annexation to the City. Mr. Roy Gohara, consulting engineer for CST Engineering, who are representing Rancho Capistrano, spoke from the audience stating Board of Supervisors' public hearing set for February 15th or the week after. He advised that developers of Rancho Capistrano had not changed their adopted plan and also stated his willingness to attend joint meeting with Council and City Planning Commission if they wished to meet prior to said public hearing.
