SPECIAL MEETING OF THE CITY COUNCIL, CITY OF SAN JUAN CAPISTRANO
The Special Meeting of the City Council was called to order by
Mayor Byrnes at 8:32 A.M., Saturday, September 14, 1974, in the City
Council Chamber.
ROLL CALL: COUNCILMEN PRESENT:

Roy L. Byrnes, Mayor
James K. Weathers, Mayor pro tem
Councilman John B. Sweeney
Councilman Douglas B. Nash, who
joined the meeting at 8:34 A.M.
Councilman Yvon O. Heckscher, who
joined the meettng at 8:35 A.M.
None
STAFF PRESENT: Donald G. Weidner, City Manager; John O'Sullivan,
Director of Administrative Services.
DISCUSSION OF PROCEDURES FOR SELECTION OF CITY MANAGER
Mayor Byrnes opened the Council discussion on methods of selecting a
new City Manager and requested City Manager Weidner to obtain technical
data and available brochures on methods of City Manager selection.
Council then discussed advantages and disadvantages of various selection
procedures and makeup of interview committees.
Relative merits of various consultant firms who offered their assistance
were informally discussed by Council. It was the consensus of the
Council to invite Public Management Service of Arcadia, California,
to the September 18th Regular Council Meeting for further discussion
of their services.
ADJOURNMENT
There being no further business before the Council, the meeting was
adjourned at 9:45 A.M. to the next Regular Meeting date of Wednesday,
September 18, 1974, at 7:00 P.M. in the City Council Chamber.
