75-0813_CC_Minutes_Adjourned Regular Meeting445 AUGUST 13, 1975 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council was called to order by Mayor Weathers at 7:05 P.M. in the City Council Chamber. ROLL CALL: COUNCILMEN PRESENT: James K. Weathers, Mayor John B. Sweeney, Mayor pro tem Councilman Roy L. Byrnes Councilman Douglas B. Nash COUNCILMEN ABSENT: Councilman Yvon O.. Heckscher STAFF PRESENT: James S. Mocalis, City Manager; William D. Murphy, Director of Public Works/City Engineer; Larry Lawrence, Assistant Planner; John O'Sullivan, Director of Administrative Services; James S. Okazaki, City Attorney; Mary Ann Hanover, City Clerk. 1975-76 FISCAL BUDGET Council received their study copies of the proposed 1975-76 fiscal budget. Council deliberations are scheduled to commence - August 18, 1975. LAND USE MANAGEMENT CODE Council continued their discussion of the Land Use Management Code and completed Chapter Il thereof. Approval of Tentative Maps: At the request of Councilman Nash, Council concurred that the following language be inserted into the Section entitled "Subdivision of Land," "Actions:" "A tentative map, in order to be considered vat, shall have the approval of the City Council." RECESS AND RECONVENE Council recessed at 8:58 P.M. and reconvened at 9:15 P.M. LAND USE MANAGEMENT CODE (continued) Sign Committee Report: Council received copies of a report ate ugust 7 , from the Sign Committee, forwarding the Committee recommendations with regard to illuminated signs and the identification signs for small businesses in large commercial complexes, and took the following actions: Illuminated Signs: It was moved by Councilman Nash, seconded y Counci man weeney and unanimously carried that illuminated signs in CN (neighborhood commercial) zones are to be externally lighted (Land Use Management Code Section 3.6.3 (C) (4). Identification Signs in Commercial Centers: It was moved by Councilman Sweeney, seconded y ounce man Nash and unani- mously carried that, as recommended by the Sign Committee, the following paragraph be added to Section 3.6.3 (D)(2) (c) of the Land Use Management Code: "If allowed building -mounted signs are not visible adjacent to those premises by pedestrians or by motorists parking their automobiles, those businesses shall be listed on a directional identification sign. The size and location of the directional identification sign shall be determined by the Director of Planning. Such -1- 8/13/75 directional identification sign shall be illuminated only by indirect lighting. The area of such sign shall not be included within the calculation of aggregate areas authorized for those businesses." Council continued their discussion of the Land Use Management Code and considered the comments received from Councilman Heckscher. ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 10:15 P.M. to the next meeting date of Monday, August 18, 1975, at 7:00 P.M. in the City Council Chamber.
